 ဝေးလံတဲ့ Bhasan Char ကျွန်းကိုပို့တဲ့ကိစ္စနဲ့ပတ်သက်လို့ ဝေဖန်မှုတွေ ပေါ်ထွက်လာပြီးတဲ့နောက် ကုလသမဂ္ဂ၊ လူ့အခွင့်အရေးအဖွဲ့တွေနဲ့ တခြား နိုင်ငံအသိုင်းဝိုင်းက ဘင်္ဂလားဒေ့ရှ်နိုင်ငံရဲ့ စစ်မှန်တဲ့ ကြိုးပမ်းမှုတွေကို ဖျက်လိုဖျက်ဆီးမလုပ်ဖို့၊ ဒါမှမဟုတ် လွဲမှားစွာ အဓိပ္ပါယ် မကောက်ယူကြဖို့ ဘင်္ဂလားဒေ့ရှ်အစိုးရက ပြင်းထန်စွာ သတိ ပေးချက် ထုတ်ပြန်လိုက်ပါတယ်။ မြန်မာအစိုးရ အနေနဲ့ ဒုက္ခသည်တွေ ပြန်လည် လက်ခံရေးအတွက် ကုလသ မဂ္ဂ အပါအဝင် နိုင်ငံတကာအသိုင်းဝိုင်း ဝိုင်းဝန်း တိုက်တွန်းပေးခြင်းသည်သာလျှင် လက်တွေ့ကျတဲ့ လုပ်ရပ်ဖြစ်တယ်၊ ပြဿနာကို ရေရှည်ဖြေရှင်းနိုင်မယ့် တခုတည်းသော နည်းလမ်းလည်း ဖြစ်တယ်လို့ ဘင်္ဂလားဒေ့ရှ်နိုင်ငံ ခြားရေးဝန်ကြီးဌာနက သောကြာနေ့ညနေပိုင်း ထုတ်ပြန်တဲ့ ကြေညာချက်မှာ ဖော်ပြ ထား ပါတယ်။

တချိန်ထဲမှာဘဲ ဘင်္ဂလားဒေ့ရှ်အစိုးရရဲ့ မှန်ကန်တဲ့ ကြိုးပမ်းမှုတွေကို လွဲမှားစွာ အဓိပ္ပါမဖွင့်ဆိုမိအောင် အထူး သ တိ ထားကြဖို့ကိုလည်း တိုက်တွန်းထားပါတယ်။ ဒုက္ခသည်တွေ ပြန်လည်နေရာချထားရေးကို ဝေဖန်နေမယ့်အ စား လူ့အခွင့်အရေး အဖွဲ့တွေအနေနဲ့ ဒုက္ခသည်တွေ မြန်မာနိုင်ငံကို ဘေးကင်းလုံခြုံစွာ ပြန်သွားနိုင်ရေး အတွက် တိုးမြင့် အားထုတ်ကြဖို့ တောင်းဆိုလိုက်ပါတယ်။

Cox’s Bazar မှာရှိတဲ့ ရိုဟင်ဂျာဒုက္ခသည် ၁,၆၀၀ ကျော်ကို Bhasan Charကျွန်းကို ပထမအသုတ်အနေနဲ့ပြောင်း ရွေ့ နေရာချထားလိုက်တာဟာ သူတို့ရဲ့ သဘောဆန္ဒ အလျောက်ဖြစ်တယ်လို့လည်း ဘင်္ဂလားဒေ့ရှ် နိုင်ငံခြားရေးဝန်ကြီးဌာနရဲ့ ကြေညာချက်မှာ ဖော်ပြထားပါတယ်။

အခုလို ပြောင်းရွှေ့မှုနဲ့ပတ်သက်လို့ ဒါဟာ ဒုက္ခသည်တွေရဲ့ ကိုယ်တိုင် လွတ်လပ်စွာ ဆုံးဖြတ်ခွင့်ရှိရမယ်လို့ကုလ သမဂ္ဂ ဒုက္ခသည် အေဂျင်စီက အခိုင်အမာ ပြောဆိုခဲ့ပြီးတဲ့နောက် အခုလို ဘင်္ဂလားဒေ့ရှ်အစိုးရဘက်က ကြေ ညာ ချက် ထုတ်ပြန်လိုက်တာပါ။

Bhasan Char ကျွန်းကို အခုလို ပြောင်းရွေ့မှုနဲ့ပတ်သက်လို့ တချို့ဒုက္ခသည်တွေဟာ ဖိအားပေးခံခဲ့ရတယ်၊တချို့ တွေက ပြောင်းဖို့ဆုံးဖြတ်ချက်ကို ပြန်ပြင်လိုကြတယ်လို့ ကုလသမဂ္ဂအနေနဲ့ ကြားသိရကြောင်း နယူး ယောက်မြို့၊ ကုလသမဂ္ဂဌာနချုပ်မှာ သောကြာနေ့ကကျင်းပတဲ့ ပုံမှန် သတင်းစာရှင်းလင်းပွဲအတွင်း အတွင်း ရေးမှူးချုပ်ရဲ့ ပြောခွင့်ရ Stephane Dujarric က ထည့်သွင်း ပြောကြားခဲ့ပါတယ်။

ဒါ့အပြင် သူကဆက်ပြီး -

“မနေ့က ရွေ့ပြောင်းမှုတွေ လုပ်ဆောင်နေတဲ့ကာလအတွင်း ဒုက္ခသည်တွေရဲ့ သောကဝေနေတဲ့ စိတ်မချမ်း မြေ့ဘွယ်ရာ မျက်နှာတွေကိုလည်း ကျနော်တို့ မြင်တွေ့ကြရပါတယ်။ ဒီကိစ္စနဲ့ပတ်သက်လို့ စိုးရိမ်ပူပန်ကြောင်း ကျနော်တို့ဘက်က ဘင်္ဂဘားဒေ့ရှ်အာဏာပိုင်တွေကို အကြောင်းကြားထားပြီး ဖြစ်ပါတယ်” - လို့ အတွင်း ရေးမှူးချုပ်ရဲ့ ပြောခွင့်ရ Staphane Dujarric က ပြောသွားတာပါ။

ကုလသမဂ္ဂရဲ့ ရပ်တည်ချက်ဟာ ဒုက္ခသည်တွေကို ကျွန်းပေါ်ကို မပြောင်းရွေခင် သူတို့အနေနဲ့ အဲဒီမှာ ဘေးကင်း လုံခြုံစွာ နေထိုင်လို့ ရနိုင်မလားဆိုတာကို အရင် ချင့်ချိန် ဆုံးဖြတ်ပြီးမှ ပို့သင့်တယ်ဆိုတဲ့အချက်ကိုလည်း Staphane Dujarric က ထည့်သွင်း ပြောကြားခဲ့ပါတယ်။

"အခု ဘာဆန်ချာကျွန်းဆိုတဲ့နေရာကို သွားလိုက်တဲ့ မိသားစုတွေကတော့ သူတို့သဘောနဲ့ သူတို့သွားခဲ့တာ။ ကျနော်တို့ ဘာမှမပြောဘူး။ သူတို့သဘောနဲ့သူတို့ သွားတဲ့အတွက်ကြောင့် ကျနော်တို့လည်း ကြားဝင်ပြီး ဘာ မှပြောစရာ အကြောင်းမရှိလို့ ကျနော်တို့လည်း မဟန့်တားဘူး။ ဘင်္ဂလားဒေ့ရှ်အစိုးရကလည်း ပြောထားတယ် ဘာဆန်ချာကျွန်း ဆိုတဲ့နေရာက သူတို့အတွက် အဆင်ပြေမယ်။ သူတို့ ရှင်းပြတဲ့အတွက် သူတို့နားလည်သွား တယ်။ နားလည်သွားလို့ သူတို့ရောက်သွားတာနဲ့ အဆင်ပြေမလား၊ မပြေဘူးလား သူတို့ပဲသိမယ်။

ဘင်္ဂလားဒေ့ရှ်အစိုးရက ကျနော်တို့ကိုပြောထားတာကတော့ သူတို့ဟိုမှာ လိုအပ်တဲ့ ဟာတွေဖြည့်စွမ်းမယ်။ အကုန်လုံး အဆင်ပြေအောင် လုပ်ပေးမယ် အဲ့ဒီလို ကတိပေးထားတယ်။ သူတို့ ကတော့ အခုအဲဒီ့နေရာကို ရောက်သွားပြီ။ သူတို့တပတ်လောက်ကြာမှ သူတို့အခြေအနေ ဘယ်လိုလဲ သိရမယ်။ အခုလောလော ဆယ် တော့ မသိရဘူး။ ကျနော်တို့တော့ ဘာမှ တိုက်တွန်းတာမရှိဘူး။"

ကုတုပလောင်ဒုက္ခသည်စခန်း အမှတ် (၇) မှာ နေထိုင်တဲ့စေတနာ့ဝန်ထမ်း ရိုဟင်ဂျာ ဒုက္ခသည်တဦးဖြစ်တဲ့ ဦးအောင်မြိုင်ကတော့ အခုကျွန်းဆီကို လိုက်သွားကြတဲ့ ဒုက္ခသည်တွေဟာ အမှန်တကယ်ပဲ သူတို့သဘော ဆန္ဒနဲ့သွားကြတာ ဟုတ်၊ မဟုတ် အသေအချာ စုံစမ်းစစ်ဆေးစေချင်ပါတယ်။

"အခုပါသွားတာ လူပေါင်း ၁,၆၄၂ ဦးပါ မိသားစုက ၄၀၀ ပါ။ ဟိုးမှာ ကျွန်းကိုရောက်သွားရင် ဒီလိုမျိုးတိုက်အိမ် တွေရှိတယ်။ ဆိုင်ကလုန်းစင်တာတွေရှိတယ်။ ဘာမှဖြစ်မှာမဟုတ်ဘူး၊ ပိုက်ဆံလည်းရမယ်၊ မွေးမြူရေးတွေ လည်း လုပ်ရမယ်၊ ဟိုမှာ ဒီမှာလည်း သွားလို့ရမယ် အဲ့ဒီလိုမျိုး သူတို့ကို စည်းရုံးတာရှိတယ်။ စည်းရုံးပြီးတော့ အခုသွားတယ်ဆိုတာကလည်း သွားတဲ့သူတိုင်းက ကိုယ့်စိတ်ဆန္ဒနဲ့ သွားတယ်လို့ ကျနော်တို့က လက်ခံလို့မရ ဘူး။ ကျနော်တို့က ဒီကိစ္စကို အခုသွားနေကြတဲ့လူတွေက တကယ့် သူတို့စိတ်ဆန္ဒနဲ့ သွားသလား မသွားသ လားဆိုတာကို ကျနော်တို့ ဒုက္ခသည်တွေဘက်က ကော်မတီတခုပေါ့နော်။ပြီးတော့ UN နောက် လူ့အခွင့်အေ ရး အဖွဲ့တွေ အဲ့လိုအဖွဲ့တခု စနစ်တကျဖွဲ့စည်းပြီးတော့ ဒီအဖွဲ့ကနေ တဆင့် အဲ့ဒီ့လူတွေ တကယ်သွားတာလား မသွားချင်ဘဲနဲ့ အကျပ်ကိုင်ပြီးတော့ ခေါ်သွားတာလား အဲ့ဒီ့ဟာလေးကို မေးရမှာပါ။ စုံစမ်းရမှာပါ လေ့လာရမှာ ပါ။"

ကျန်ခဲ့တဲ့ ရိုဟင်ဂျာစခန်းထဲက ရိုဟင်ဂျာအမျိုးသမီးတဦးကတော့ သူမအနေနဲ့ ဘာဆန်ချာကျွန်းကိုသွားဖို့ စိတ်ကူး လုံးဝမရှိပါဘူးလို့ ဆိုပါတယ်။

"မလိုက်ဘူး။ ငါတို့ ဘာဖြစ်လို့သွားမှာလဲ အဲ့ဒီ့မှာ။ ငါတို့မြန်မာပြည်ကိုပဲ ငါတို့သွားမှာပေါ့ ဘာဆန်ချာကျွန်းကို မသွားဘူး။ မသွားချင်ဘူးလေ... ငါတို့နေရာလား၊ ငါတို့နေတဲ့နေရာလည်း မဟုတ်ဘူးလေ။ ငါတို့မွေးတဲ့နေရာ လည်း မဟုတ်ဘူးလေ.. ဘာဖြစ်လို့ အဲ့ဒီ့နေရာကို သွားနေကြရမှာလဲ။"

ဘာလုခါလီ ဒုက္ခသည်စခန်း အမှတ် ၉ မှာနေတဲ့ ရိုဟင်ဂျာဒုက္ခသည် ဦးအီစလံခေါ် ဦးကျော်မြင့်ကတော့ သူ တို့ ဘာလုခါလီကမ့်ထဲကနေ ကိုယ်တိုင်ပါသွားတဲ့ ရိုဟင်ဂျာဒုက္ခသည် ဦးအီနုတ်နဲ့ အဆက်အသွယ်ရပြီး နောက်ဆုံး သူသိရသလောက် အခြေအနေကို ပြောပြပါတယ်။

"မနေ့က ဒီမှာ ဘတ်စ်ကားကြီး ၁၀ စီးနဲ့ သူတို့ က အသုတ်လိုက် သူတို့ကို ပထမUkhia မြို့ကိုခေါ်သွားတယ်၊ Ukhia ကနေ စစ်ဆေးပြီးတော့ စစ်တကောင်းမြို့ကိုသယ်ဆောင်သွားခဲ့တယ်။ စစ်တကောင်းမြို့ကနေ ဆိပ်ကမ်း မြို့ကနေ ဘာဆန်ချာသွားမယ်၊ ဒီကနေ့မနက်မှာတော့ ဘာဆန်ချာကျွန်းဆီကို ဆိုက်ရောက်သွားပြီလို့ ဘာလုခါလီဒုက္ခသည်စခန်းက အီနုတ်ပြောတာ ကျနော်တို့ ကြားခဲ့ရတယ်။ မိသားစုအလိုက် သူတို့ကို တဦးကို ဒါကာငွေ ၅,၀၀၀ ကျပ် ထောက်ပံ့ပေးမယ်လို့ ပြောသွားတယ်။ ဘာဆန်ချာကျွန်းကိုရောက်သွားတဲ့သူတွေကို အလုပ်အကိုင်ဖန်တီးပေးမယ်။ နောက် စီးပွားရေးသော်လည်းကောင်း စိုက်ပျိုးရေးလုပ်ငန်းသော်လည်းကောင်း အသက်မွေးဝမ်းကျောင်းတွေကို အစိုးရဘက်က ဖန်တီးပေးမယ်လို့ စခန်းတာဝန်ခံတွေက ပြောပြခဲ့တာရှိပါ တယ် ခင်ဗျ။ အဓိကကတော့ ရိုဟင်ဂျာဒုက္ခသည်တွေဟာ ၃ နှစ်ကျော်၊ ၄ နှစ်နီးပါးလောက်ရှိကြပြီ။ မြန်မာနိုင် ငံကိုပြန်ဖို့အစီအစဉ်ကလည်း မတွေ့ရတဲ့အတွက်ကြောင့် လူတွေရဲ့ ကံကြမ္မာကိုပြောင်းလဲနိုင်မလား ဆိုပြီး လူ တွေရဲ့စိတ်သောက ခံစားချက်အမျိုးမျိုးနဲ့ ဒုက္ခသည်စခန်းတွေထဲမှာ ကြပ်ညပ်သိပ်ပြီးတော့နေရတယ် အလုပ် အကိုင်ကလည်းမရှိသလောက်ဖြစ်နေတော့ ဘာဆန်ချာကျွန်းကို မိမိဆန္ဒအလျောက် သွားနေကြတာဖြစ်နိုင်ပါ တယ်ခင်ဗျ။"

Bhasan Char ကျွန်းကို ပြောင်းရွှေ့တာနဲ့ပတ်သက်လို့ ဒုက္ခသည်တွေအနေနဲ့ သတင်းအချက်အလက် သေ ချာ သိပြီး လွတ်လွတ်လပ်လပ် ဆုံးဖြတ်ချက်ချတာမျိုး ဖြစ်ရမယ်လို့ ဒုက္ခသည်များဆိုင်ရာ ကုလသမဂ္ဂ မဟာ မင်းကြီးရုံး (UNHCR) က ဒီကနေ့ပြောပါတယ်။

ဒုက္ခသည်တွေ ကျွန်းကို ပြောင်းရွှေ့တာဟာ သူတို့သဘောဆန္ဒအရ ပြောင်းရွှေ့တာ ဖြစ်ရပါစေမယ်လို့ ဘင်္ဂ လားဒေ့ရှ်က အခိုင်အမာပြောထားတဲ့အတိုင်း လုပ်ဆောင်ဖို့ UNCHR က ဘင်္ဂလားဒေ့ရှ်ကို တောင်းဆိုထားတဲ့အကြောင်း UNHCR ပြောခွင့်ရ Babar Baloch က ဂျီနီဗာမှာလုပ်တဲ့ သတင်းစာရှင်းလင်းပွဲအတွင်း ပြောသွား ပါတယ်။

ဒီကျွန်းဟာ ဒုက္ခသည်တွေနေထိုင်ရေး ဘေးကင်းပြီး ရေရှည်ခိုင်မာတဲ့ နေရာတစ်ခု ဟုတ်မဟုတ်ဆိုတဲ့ အခြေ အနေတွေကို ဘင်္ဂလားဒေ့ရှ်အစိုးရက ခွင့်ပြုမယ်ဆိုရင် ဆန်းစစ်လေ့လာသွားဖို့ UNHCR အနေနဲ့ အဆင်သင့်ရှိ တယ်လို့လည်း ပြောခွင့်ရ Babar Baloch ကပြောပါတယ်။

အရင် ဘာဆန်ချာကျွန်းကို ပို့ခံထားရတဲ့ လှေစီးပြေးဒုက္ခသည် ၃၀၀ ကျော် ဆက်မနေချင်လို့ ဒုက္ခသည် စခန်း တွေဆီ ပို့ဆောင်ပေးဖို့ တောင်းဆိုခဲ့တုန်း ကတော့ ဘင်္ဂလားဒေ့ရှ်အစိုးရဘက်က ကျွန်းပေါ်ကလူတွေကို မြန် မာပြည်ကိုပဲ ပြန်ပို့ဆောင်မှာဖြစ်တယ်လို့ ပြောဆိုထားပါတယ်။ လက်ရှိမှာတော့ ရိုဟင်ဂျာဆိုတဲ့အသုံးကိုလက် မခံထားတဲ့ မြန်မာနိုင်ငံအစိုးရကို ဘင်္ဂလားဒေ့ရှ်အစိုးရဘက်က ဒီဒုက္ခသည်တွေ ပြန်လည်ခေါ်ဆောင်ဖို့ တိုက် တွန်းနေပါတယ်။

On Thursday, hundreds of Rohingya refugees were seen boarding buses in front of refugee camps in Cox's Bazar, a coastal town near the Bangladesh-Myanmar border.

They were heavily guarded by security forces and barred from talking to journalists. Government officials, who were present at the site, have yet to give any official statement. Additional police forces were seen patrolling the area.

The refugees are being taken to Bhasan Char, which is Bengali for "floating island." It formed out of Himalayan silt flowing into the Meghna Estuary in the Bay of Bengal less than 20 years ago. Located 34 kilometers (21 miles) from mainland Bangladesh, Bhasan Char's geography makes it prone to cyclones and floods.

Twenty-six-year-old Anuara was born with a congenital limb defect. However, this does not stop the single mother from doing her household chores, getting around the camp and looking after her two-year-old. “I have been using my hands to walk my entire life,” Anaura explains. Yet, since the onset of COVID-19, she is increasingly relying on her neighbours for errands.

Anaura is one of the 59 Rohingya refugees with disabilities who will receive assistive devices in the coming weeks. “I hope the wheelchair will be the right height for me, so I can get into the seat by myself,” she says. Most of the people with disabilities living in the camps have been disabled their entire lives, but have never owned an assistive device to facilitate their daily tasks.

Authorities in Bangladesh have begun relocating thousands of Rohingya refugees to an isolated island despite calls by human rights groups for a halt to the process, officials said on Thursday.

Police escorted the refugees in 11 buses from Ukhiya in Cox’s Bazar for the journey to Chittagong port and then on to Bhasan Char – a flood-prone island that emerged from the sea 20 years ago.

Out of the 79.5 million people who were forcibly displaced in 2019, an estimated 26 million were refugees. Approximately a third of the world's refugees live in camps. Most displaced people, a total of 50.8 million in 2019, were internally displaced within their own countries. Recent media reports indicate that COVID-19 is spreading in refugee camps such as Idlib in north-west Syria, as well as within temporary settlements hosting refugees in Bangladesh, Greece, Lebanon and Palestine.

Myanmar’s military and the rebel Arakan Army are holding indirect talks through mediators to try to build on a three-week lull in fighting in Rakhine state since elections, spokesmen for the warring sides told RFA.

While contacts through a third party attempt to put an end to a two-year-long war between rebel troops and government forces has killed more than 300 civilians and displaced about 226,000 others, some war refugees have already to villages, in the face of landmines and other unexploded ordnance.

Leader Aung San Suu Kyi and her ruling National League for Democracy won a second five-year mandate in Nov. 8 general elections that were followed by an NLD outreach to ethnic-based political parties, gestures toward peace talks from the country’s powerful military, and three weeks without fighting in Rakhine state.

On the eve of the beginning of the relocation of Rohingyas from Cox’s Bazar to Bhashan Char, the United Nations reiterated its offer to engage with the process subject to technical and protection assessments of the island to be carried out by independent experts.

A 91-feet high lighthouse has also been constructed on the island, which is capable of providing navigational assistance to vessels that are up to 14 nautical miles away.

The United Nations has called on Bangladesh to ensure that the Rohingya people are able to make a 'free and informed decision' about relocating to Bhasan Char as the government prepares to move the first batch of refugees to the island.

In a statement on Wednesday, the UN, however, said it has not been involved in preparations for this movement or the identification of the refugees and has limited information on the overall relocation exercise.

"The United Nations takes this opportunity to highlight its longstanding position that Rohingya refugees must be able to make a free and informed decision about relocating to Bhasan Char based upon relevant, accurate and updated information."
