Bangladesh is closely watching the fighting in Myanmar's neighboring Rakhine state

Fighting between Myanmar's junta and the Arakan Army (AA) rebel group in western Myanmar's Rakhine state has intensified. Casualties have also been recorded in Bangladesh, with two people killed by an errant mortar round this month and several injured by gunshots from across the border. Rebel fighters have recently taken control of the Myanmar border region, and are seeking to oust junta forces from elsewhere in the state.

It has been six years since the massive exodus of Rohingyas took place in August 2017. Initially it was perceived that Myanmar cannot get away for very long with atrocities and crime against humanity of such magnitude. Despite regional power's support and some permanent members support in UN Security Council the condemnation of the act was overwhelming worldwide. Bangladesh's diplomatic initiative bilaterally as well as taking some members of ASEAN on board there was a memorandum of understanding signed in November 2017 between Bangladesh and Myanmar on Rohingya repatriation. In fact, that created hope among many about resolving the refugee issue quickly. To my appreciation the expulsion of Rohingyas from Rakhine was a systematic, well-orchestrated military operation. With my background I understood the drama of taking back the Rohingyas was also a portrayal of military operation. In fact, it is part of a deception plan and psychological warfare. Any military operation without political objective is a nonsensical waste of resources. Tatmadaw (Myanmar military) generals being a bunch of meritocratic cunning professionals would not waste resources.

Five years since the 2017 exodus of Rohingya refugees from Myanmar as a result of its military's horrific persecution, there is no sign of repatriation on the horizon. And as long as the military junta continues to rule, there is hardly any scope for repatriation. This was reflected by Myanmar's Senior General Min Aung Hlaing in 2017, when he said in a media interview, "we did not send them to bring them back."

Even after the military coup in February 2021, when the junta was under tremendous pressure from inside and outside, General Min Aung Hlaing reiterated in May 2021, in an interview with an international media outlet, that there is "no option of bringing back the Rohingyas". Whatever discussions on repatriation we hear and see are part of diplomatic rhetoric; no serious analyst would take it at face value. However, it is always better to have engagement with the present Myanmar government on this issue rather than a complete disengagement.

The return of conflict in northern Rakhine State has brought the Arakan Army’s goal of autonomy one step closer to fulfillment

On the morning of September 16, around two months after intensive clashes resumed between the Arakan Army (AA) and the Myanmar military in northern Rakhine State, Bri. Gen. Dr. Nyo Twan Awng, the AA’s deputy commander in chief, shared a message to the Rakhine people through his social media accounts. The message described the return to war against the junta as “a final war and decisive war” for building “the state of the Arakan.”

The AA, the armed wing of the United League of Arakan (ULA), was formed by 26 Rakhine youths in April 2009 in Laiza, in northern Myanmar’s Kachin State, under the guidance of the Kachin Independence Army (KIA). In early 2015, the AA moved to Rakhine and began engaging in clashes with the Myanmar military in Kyauktaw township and Paletwa township in neighboring Chin State. Fighting escalated late in 2018 and raged until just before the national election in November 2020.

CHIANG MAI – At just 43, Major General Twan Mrat Naing may be the youngest and most successful rebel commanders in Myanmar. The force he leads, the Arakan Army (AA), has grown from a handful of recruits when it was first established in April 2009 into one of the war-torn nation’s most powerful and potent ethnic armies.

AA first waged war against the Myanmar military in 2012 in northern Kachin state arm-in-arm with the Kachin Independence Army (KIA). It later fought alongside the Myanmar National Democratic Alliance Army (MNDAA) in northeastern Shan state before launching an insurgency in its home state of Rakhine, also known as Arakan, where thousands have flocked to join its ranks.

ULA/AA holds online talk with Tatmadaw

The United League of Arakan (ULA)/ Arakan Army (AA) held an online discussion with the Tatmadaw on the IDP affairs, and the holding of elections in the canceled areas, according to the statement by the ULA/AA, on December 2.

According to the ULA/AA’s statement, the 30-minute-long discussion mainly focused on the timely holding of elections in the areas excluded from voting in last month’s election and also paying attention to the speedy transportation of medicine and rations to all villages which face a shortage of food, rations and medicine due to military roadblocks and barriers and maintaining the existing mutual understanding and trust.

Tatmadaw starts negotiations with ULA / AA through intermediaries

The Burmese Army have been negotiating with the leaders of Arakan National League (ULA) and Arakan Army (AA) through intermediaries, informed General Zaw Min Tun, chairman of Tatmadaw True News.

“There is no direct communications between the Tatmadaw and ULA / AA leaders. But negotiations though organizations and individual channels are going on,” added the senior army officer in a press conference held at Naypyidaw military history museum on 27 November.


He expects a better deal and improvement of situation on the ground.
