ယခု စာတမ်းတွင် ၂၀၁၇ ခုနှစ်တွင် ရခိုင်ပြည်နယ်မြောက်ပိုင်းအတွင်း စစ်ဘောင်သွပ်သွင်းမှုများနှင့် တပ်မတော်၏ အသားကျနေပြီဖြစ်သည့် စစ်ရေးဆိုင်ရာ အလေ့အကျင့်များကို အနှစ်ချုပ်ဖော်ပြခြင်း အားဖြင့် ရည်ရွယ်ချက်ရှိ ရှိကြံရွယ်ထားသည့် စစ်ဆင်ရေး အခြေအနေများကို ပုံပေါ်လာစေကာ အ ဆို ပါဒေသတွင်း ရိုဟင်ဂျာလူမျိုးများအပေါ်အကြမ်းဖက်မှုများ ကျူးလွန်ခဲ့ပုံကို ဆွေးနွေးတင်ပြထား ပါ သည်။ ဤစာတမ်းတွင် စစ်ဆင်ရေးပြု လုပ်ရာတွင် တာဝန်အရှိဆုံးပုဂ္ဂိုလ်များဖြစ်သည့် အမိန့်ပေး သူ အဆင့်မြင့် စစ်ဗိုလ်ချုပ်ကြီး ငါးဦးအား မီးမောင်းထိုးပြသကာ တပ်မတော် အင်စတီကျူးရှင်းများ ရှိ စစ် သားများ၏ ပညာရေး အခန်းကဏ္ဍသည် သာမန်စစ်သားများ၏တွေးတောစဉ်းဆင်ခြင်နိုင်မှု နှင့် ဓလေ့ တို့ကို ပုံသွင်းရာတွင် အရေးပါကြောင်းကိုလည်း ရှင်းလင်းပြသထားပါသည်။ စစ်သားများ သည် ဗမာ လူမျိုးနှင့် ဗုဒ္ဓဘာသာအပေါ်အခြေခံသည့် အမျိုးသားရေးဝါဒကို အဓမ္မရိုက်သွင်းထား ခံရ ရုံသာမက အထူးရွေးချယ်ခြင်းခံရသည့် စစ်သားအချို့မှာ စစ်ရေးနည်းပညာများ ဆိုင်ရာ အဆင့်မြင့် ပညာ ရပ်များ ကို နိုင်ငံခြားတိုင်းပြည်များ မှသင်ယူလာကြသည်ကိုလည်းတွေ့ရပါသည်။

In the aftermath of the November general election the intense fighting between the national armed forces (Tatmadaw) and the Arakan Army came to an unexpected halt. Since the February coup of the State Administration Council, the situation has remained delicately poised. Political sentiment is very high. But Rakhine nationalism is presently on a different cycle to political movements in other parts of the country. In this commentary Kyaw Lynn outlines why the coming months will remain a time of high tension and uncertainty in Arakan politics.

When political analysts in Myanmar and beyond discuss the role of ethnic armed organisations (EAOs) in the struggle against the military coup in February, the Arakan Army (AA) becomes one of the key political forces in shaping their dialogue and perceptions. The AA, the military wing of the United League of Army (ULA), is the only armed group that can challenge the power of the national armed forces (Tatmadaw) on Myanmar’s western frontiers. This became especially evident during the 2018-20 period when the ULA-AA demonstrated its sharp resistance against the power of the centralised Myanmar state. Behind the ULA rise, there were three key features: popular support among the Rakhine population, well-trained soldiers, and a younger leadership that read the evolving mood and political situation in the country perceptively well.

Rakhine State’s voters and some senior party members have questioned the convictions of the Arakan National Party (ANP), the largest ethnically Rakhine party, as it begins to cuts ties with Myanmar’s regime three months after taking a seat on the military’s governing council.

ANP policy leadership committee member and spokeswoman Daw Aye Nu Sein joined the State Administrative Council (SAC), on Feb. 3 in the wake of the military coup.

However, its central executive committee meeting in Sittwe on Tuesday decided to end the party’s association with the military council.

The Arakan National Party (ANP) will monitor the inclusion of Daw Aye Nu Sein, a top leader of the ANP as a member of the State Administration Council, for a certain period of time, said U Tha Tun Hla, Chair of the ANP.

The decision was arrived at the CEC meeting of the ANP held in MraukU Township of Arakan State from February 12 to 14.

The party had a thorough discussion on her inclusion in the State Administration Council.The party faces criticism due to the inclusion in the State Administration Council.The CEC meeting was attended by more than 80 party members. The party laid down three-point decision.

The deputy leader of the Arakan Army tells Frontier in the border town of Laiza in Kachin State about the group’s shift in focus to Rakhine State and why the Rakhine people may have to endure more suffering in the years ahead.

THE SECURITY situation in Rakhine State continues to worsen as fighting between a defiant Arakan Army and the Tatmadaw spreads to more townships, claiming more lives on both sides and displacing thousands of frightened and anxious villagers.

Shortly before the latest flare-up in fighting, Frontier interviewed the Arakan Army’s deputy chief, Brigadier-General Nyo Tun Aung, near Laiza, the town on the Chinese border where the Kachin Independence Organisation has its headquarters.

More than 50 civilians have been killed or are missing due to fighting between the Tatmadaw (military) and Arakan Army (AA) in Rakhine State, according to an investigation by the Arakan National Party (ANP).

Led by ANP Vice Chair Daw Aye Nu Sein, a nine-member commission set up on March 20 investigated the fighting in Buthidaung, Rathedaung, Kyauktaw, Mrauk-U and Minbya townships.

The ANP said it would submit a report of its findings next week.
