JAKARTA, Indonesia—Southeast Asian leaders demanded an immediate end to killings and the release of political detainees in Burma in an emergency summit Saturday with its top general and coup leader who, according to Malaysia’s prime minister, did not reject them outright.

The leaders of the Association of Southeast Asian Nations also told Senior Gen. Min Aung Hlaing during the two-hour talks in Jakarta that a dialogue between contending parties in Burma (also known as Myanmar) should immediately start, with the help of ASEAN envoys.

The White House announced broad new curbs on Burma following a coup earlier this month, issuing an executive order, imposing sanctions on military companies and leaders, and other restrictions.

The U.S. actions follow several days of protests in Burma, which is also known as Myanmar, after the Feb. 1 coup that ended a decade of democracy there. The United Nations Human Rights Council on Friday adopted a resolution without a vote that “deplored the removal” of the democratically elected government and called for the military to protect the rights of people.

How America could build global opposition to the coup in Burma

President Biden is in a difficult position as his team develops options to respond to the military coup in Myanmar. Strong condemnations of the coup have been timely and a solid first step. But the options to impose punishing sanctions are limited. The United States already has targeted financial and travel sanctions on the generals who led the coup because of their atrocities against the Rohingya people. The painful bite of more sanctions has been rendered toothless as American security assistance and efforts with the Burmese military has slowed to a trickle.

The Biden administration has briefed Congress on the military coup in Myanmar, Senate Majority Leader Charles Schumer (D-N.Y.) said on Monday, amid an international outcry condemning Burmese forces over their arrest of democratically elected leaders.

Speaking from the Senate floor, Schumer said Congress stands ready to work with the administration on efforts to support restoring democracy in the Southeast Asian country, also referred to as Burma.

“We are monitoring this situation with great concern, and the Biden administration is already providing briefings to the Hill on the state of affairs,” he said. “Congress stands ready to work collaboratively with the administration to resolve the situation.”
