UNITED NATIONS HUMAN RIGHTS COUNCIL
53th session

Panel discussion on the measures necessary to find durable solutions to the Rohingya crisis and to end all forms of human rights violations and abuses against Rohingya Muslims and other minorities in Myanmar

21 June 2023
EU Intervention

Mr President,

The EU thanks the panelists for their statements.

Durable solutions to the plight of the Rohingya and other minorities in Myanmar require addressing its root causes and finding a way forward.

The appalling widespread and systematic violations and abuses of human rights and violations of international law committed by the Myanmar armed forces, in particular against persons belonging to minorities, must cease.

Victims deserve justice and perpetrators must be held accountable. The role of the IIMM, and of investigations or proceedings by national, regional or international courts or tribunals, including by the ICJ and ICC, is crucial.

Inclusive dialogue of all stakeholders directed at the restoration of the path to democracy and the rule of law is fundamental. We support efforts by the Secretary-General’s Special Envoy and ASEAN’s efforts in this direction, including for the implementation of the ASEAN 5-point consensus.

Finally, the conditions for a voluntary, safe, dignified and sustainable return of refugees and internally displaced persons must be created and maintained. The current situation in Myanmar does not meet these conditions. The full, safe and unimpeded humanitarian access to all people in need must be granted.

Members of the panel,

What specific measures could durably and sustainably improve the human rights situation of the Rohingya and other minorities in Myanmar and adequately support the Rohingya refugees in Bangladesh?

Thank you.
