Office of the Special Envoy Engagements with Myanmar Stakeholders Jakarta, 20-22 November 2023

Jakarta (22/11) – Continuing the process undertaken as the ASEAN Chair 2023, the Office of the Special Envoy on Myanmar has organised a meeting attended by major stakeholders of Myanmar to push forward the implementation of the Five-Point Consensus (5PC) and work towards the convening of inclusive dialogues for a comprehensive and durable political solution to the crisis in Myanmar.
The meeting was held in Jakarta, 20-22 November 2023 and was attended by multi-stakeholders representing the Spring Revolution, interlocutors of the Myanmar authority and NCA signatories EAOs (PPST). Also present was the representative of the government of the Lao PDR as the incoming ASEAN Chair in 2024.

As chair of ASEAN, Indonesia has conducted over 180 engagements with Myanmar multi-stakeholders, including the SAC, during its Chairmanship in 2023.

Facilitated by the Office of the Special Envoy, this meeting was conducted separately based on groupings; interlocutors for the Myanmar authority key representatives of the Spring Revolution group including the NUG, as well as representatives of PPST. The main objective is to bring conflicting parties to an inclusive dialogue, to reduce violence, and to ensure safe deliveries of humanitarian assistance for the people of Myanmar affected by the conflict.

The Office of the Special Envoy also facilitated the exchanges of “messages” from each group that were expected to pave the way for a possible preliminary dialogue, leading towards inclusive national dialogues in order to find a durable and comprehensive solution to the crisis. Upon receiving the respective messages, stakeholders indicated positive indication on the possibility of convening dialogues in an inclusive and genuine manner soon.

Stakeholders had the opportunity to have an audience with the Vice Minister for Foreign Affairs of the Republic of Indonesia in separate sessions. The main message conveyed by the Vice Minister is that inclusive dialogue and political solutions are the only viable solution to address the crisis in Myanmar.

All Stakeholders expressed their high appreciation to Indonesia’s leadership and consistent commitment to helping the people of Myanmar find peace and stability. Stakeholders also supported the role of ASEAN and the concrete implementation of the 5PC.

"As a fellow member of ASEAN, Indonesia is committed to continue helping the people of Myanmar to find a comprehensive political solution for durable peace and stability in Myanmar," said Ambassador Ngurah Swajaya from the Office of the Special Envoy.

Furthermore, Ambassador Swajaya mentioned that “in accordance with the 43rd ASEAN Summit review and decision adopted last September, Indonesia is looking forward to working closely with the Chair of ASEAN in 2024 to ensure the sustainability of the ASEAN efforts to help the people of Myanmar.”

In light of the recent development, Indonesia urged all parties to the conflict to exercise restraint and avoid civilian casualties, in accordance with international humanitarian law, and to allow safe deliveries of humanitarian assistance to the IDPs affected by the conflicts.
