Talks between Tatmadaw, Arakan Army proceed smoothly

Talks between the Tatmadaw (military) representatives and the Arakan Army are proceeding smoothly as both sides keep their desire to reach a ceafire agreement after over two years of clashes.

Major General Zaw Min Tun, chief of Tatmadaw True News Information Term, said the negotiation between representatives of the Tatmadaw and the ethnic Rakhine armed group is progressing so the relative peace in the strife-torn state remains.

“We have to continue the negotiations so as to end the fighting and move forward the peace process in the Rakhine State,” he told the Myanmar Times on December 21. “The Tatmadaw and the AA have the view that we need to keep on negotiating because the civilians in Rakhine support the negotiations for peace.”

A senior Tatmadaw peace negotiator and a senior leader of the Arakan Army met on December 9 in Shan State as talks between the two sides intensifies, a source privy to the ongoing negotiations told The Myanmar Times.

The source said the meeting between a Tatmadaw major general and Nyo Tun Aung, the vice chair of the Rakhine ethnic armed group, was held in the headquarters of the United Wa State Army (UWSA) in Pangkham township in Wa’s self-administered region in Shan.

UWSA, the country’s largest ethnic armed group and AA are holdover groups that refused to sign the government initiated Nationwide Ceasefire Agreement (NCA).

The most important obstacle – a ceasefire – is now in place, but many more challenges remain.

One least heralded developments to have taken place in Myanmar since the country’s election on November 8 is the lull in fighting in Rakhine State in the west of the country. Until last month, fighting between the Myanmar military and the Arakan Army (AA), which is fighting for greater autonomy from the central government, had raged in Rakhine since 2018. During that time, it had killed or injured hundreds and forced some 226,000 people to flee their homes.

The conflict followed the army’s brutal assault on Muslim Rohingya communities in northern Rakhine, which caused thousands of civilian deaths and drove more than 700,000 people over the border into Bangladesh.

The fighting also prompted the Union Election Commission (UEC) to cancel the elections in nine townships of northern Rakhine State, in addition to other conflict-torn parts of Myanmar, claiming that these regions were “not in a situation to hold free and fair elections.” But now, an informal ceasefire between the AA and the Myanmar military, or Tatmadaw, has opened the door to supplementary elections in Rakhine, and beyond that, to the glimmer of a lasting solution to the civil war.

The United League of Arakan (ULA)/ Arakan Army (AA) held an online discussion with the Tatmadaw on the IDP affairs, and the holding of elections in the canceled areas, according to the statement by the ULA/AA, on December 2.

According to the ULA/AA’s statement, the 30-minute-long discussion mainly focused on the timely holding of elections in the areas excluded from voting in last month’s election and also paying attention to the speedy transportation of medicine and rations to all villages which face a shortage of food, rations and medicine due to military roadblocks and barriers and maintaining the existing mutual understanding and trust.

Myanmar’s military and the rebel Arakan Army are holding indirect talks through mediators to try to build on a three-week lull in fighting in Rakhine state since elections, spokesmen for the warring sides told RFA.

While contacts through a third party attempt to put an end to a two-year-long war between rebel troops and government forces has killed more than 300 civilians and displaced about 226,000 others, some war refugees have already to villages, in the face of landmines and other unexploded ordnance.

Leader Aung San Suu Kyi and her ruling National League for Democracy won a second five-year mandate in Nov. 8 general elections that were followed by an NLD outreach to ethnic-based political parties, gestures toward peace talks from the country’s powerful military, and three weeks without fighting in Rakhine state.

Tatmadaw starts negotiations with ULA / AA through intermediaries

The Burmese Army have been negotiating with the leaders of Arakan National League (ULA) and Arakan Army (AA) through intermediaries, informed General Zaw Min Tun, chairman of Tatmadaw True News.

“There is no direct communications between the Tatmadaw and ULA / AA leaders. But negotiations though organizations and individual channels are going on,” added the senior army officer in a press conference held at Naypyidaw military history museum on 27 November.


He expects a better deal and improvement of situation on the ground.

ထိုင်း-မြန်မာ နယ်စပ် မဲဆောက်မြို့တွင် ဖမ်းမိခဲ့သည့် မြန်မာပြည်ပို့မည့် လက်နက်မျာအဲဒီသတင်းစာကြီး မှာ ဘဲ ဇွန်လ ၂၃ ရက်နေ့က ထိုင်း-မြန်မာ နယ်စပ် မဲဆောက်မြို့မှာ ဖမ်းဆီးမိခဲ့တဲ့ လက်နက်ခဲယမ်းမီးကျောက် တွေက လည်း ဒေါ်လာ တသန်းဖိုးခန့် တန်ဖိုးရှိပြီး ဒီလက်နက်တွေက ရခိုင်က AA နဲ့ အာရကန်ရိုဟင်ဂျာကယ် တင်ရေး တပ် (ARSA) ဆီကို ပို့ဖို့ရည်ရွယ်ခဲ့တာ ဖြစ်ကြောင်း ဖော်ပြထားပါတယ်။

ဒီလက်နက်တွေဟာ တရုတ်က ထုတ်တဲ့ လက်နက်တွေဖြစ်ပြီး ဒီလိုလက်နက်မှောင်ခိုသယ်ယူမှုတွေကြောင့် ဒေ သ တွင်း တည်ငြိမ်မှုကို အန္တရာယ်ရှိတဲ့ အပြင် ကုလားတန်စီမံကိန်းအပေါ်မှာလည်း ထိခိုက်သက်ရောက်မှု တွေ ရှိတယ်လို့ အိန္ဒိယနိုင်ငံက လုံခြုံရေးဆိုင်ရာ အရာရှိရဲ့ ပြောဆိုချက်ကို သတင်းစာမှာ ကိုးကား ဖော်ပြ ထားပါ တယ်။

တရုတ်ရဲ့ လက်တွေခြေတွေပါနေတယ်ဆိုရင်တော့ ကုလားတန် စီမံကိန်းဟာ တရုတ်ရဲ့ စီမံကိန်းဖြစ်တဲ့ တရုတ် -မြန်မာ စီးပွားရေး စင်္ကြန် (CMEC) ရဲ့ ကျောက်ဖြူစီမံကိန်းအတွက် ယှဉ်ပြိုင်ဘက်ဖြစ်နေလို့ပဲလို့ သတင်းမှာ သုံး သပ်သွားပါတယ်။

တရုတ်အနေနဲ့ သူ့ရဲ့ CMEC စီမံကိန်းတွေကို အမြန်အကောင်အထည်ဖော်ပြီး ကုလားတန် စီမံကိန်းကို နောက် ကျအောင်၊ အလုပ်မဖြစ်အောင် ကပျက်ကရက် လုပ်နေတာဖြစ်ပြီး မြန်မာကိုလည်း ကုလားတန် စီမံကိန်းဟာ အ လုပ်မဖြစ်ကြောင်းပြပြီး ဒီဒေသမှာ လုံခြုံရေး အရခက်ခဲအောင် လုပ်နေတာဖြစ်တယ်လို့ နိုင်ငံတကာ လုံခြုံ ရေး ကို လေ့လာတဲ့ Gateway House ကလေ့လာသူ Sameer Patil က Hindustan Times သတင်းစာကို ပြောကြား ထားပါတယ်။

On October 16, Myanmar’s Union Election Commission (UEC) announced the cancellation of the upcoming national elections in conflict-ridden regions of the country, including swathes of territory in Shan and Rakhine states.
