UN expert: No peace in Myanmar if no military prosecutions

UNITED NATIONS (AP) — There will be no long-term peace in Myanamar and no return of Rohingya refugees unless there is accountability for the “brutality” of the Asian country’s military forces, a member of the U.N. Independent International Fact-Finding Mission on Myanmar said Friday.

Radhika Coomaraswamy, a Sri Lankan lawyer who is one of the mission’s three international experts, told an informal Security Council meeting on accountability in Myanmar that the commission believes a domestic judicial process is not possible at this time.

Rohingya repatriation can begin anytime: foreign secretary

Repatriation of Rohingya refugees -- who fled a brutal military crackdown in Myanmar in August 2017 -- can begin anytime, foreign secretary Shahidul Haque said yesterday at a discussion.

“Repatriation is always on the table. It can start anytime. It is a continual process,” Shahidul Haque said while responding to a journalist’s query on whether the repatriation of Rohingyas will start on August 22 as reported by an international news agency.

Reuters on Thursday reported that Myanmar and Bangladesh have agreed to start a fresh attempt to repatriate Rohingyas on August 22.

GENEVA (5 August 2019) – The U.N. Independent International Fact-Finding Mission on Myanmar urged the international community on Monday to sever ties with Myanmar’s military and the vast web of companies it controls and relies on. The Mission said the revenues the military earns from domestic and foreign business deals substantially enhances its ability to carry out gross violations of human rights with impunity.

The report, for the first time, establishes in detail the degree to which Myanmar’s military has used its own businesses, foreign companies and arms deals to support brutal operations against ethnic groups that constitute serious crimes under international law, bypassing civilian oversight and evading accountability.

Rohingya camps and aid organisations are well-equipped to respond says UN
Efforts throughout 2018 and early 2019 have dramatically improved conditions in the Rohingya camps, and aid organisations are well-equipped to respond, UN agencies said.

However, there is still an emergency affecting vulnerable families living in a difficult, hazard-prone terrain, that requires ongoing support from the international community, and constant work by humanitarian actors, the UN agencies said on Monday, reports UNB.

Those in the most vulnerable living situations have been relocated to safer, newly developed land in the camps”, WFP Spokesperson Herve Verhoosel told the regular news briefing in Geneva, noting that 5,600 people had been displaced.

Human rights abuses that may amount to fresh war crimes are being committed against civilians in Myanmar’s restive Rakhine and Chin states, the UN has said, as the fighting between the military and rebel groups intensifies.

Speaking to the UN human rights council (UNHRC), Yanghee Lee, the UN special rapporteur on Myanmar, detailed accounts of abduction and torture of civilians by both the Myanmar army and the rebel insurgent group the Arakan Army, which is fighting for greater autonomy in the region.

“The conflict with the Arakan Army in northern Rakhine state and parts of southern Chin state has continued over the past few months and the impact on civilians is devastating,” Lee told the UNHRC on Tuesday. “Many acts of the Tatmadaw [Myanmar armed forces] and the Arakan Army violate international humanitarian law and may amount to war crimes, as well as violating human rights.”

Yangon, Myanmar - When Liam Mahony travelled to Myanmar to advise the United Nations on its handling of the Rohingya crisis, the dozens of aid workers he spoke to were almost unanimous in their appraisal of the organisation's approach.

Their view, the researcher recalls, was "this was all screwed up... this was not going to help the Rohingya population".

The Permanent Representative (PR) of Bangladesh Ambassador Masud Bin Momen has highlighted the UN's systematic failure to prevent atrocities in Rakhaine state of Myanmar.

He referred to the recent report on 'Independent inquiry into the involvement of the UN in Myanmar from 2010 to 2018' of Gert Rosenthal, the former Guatemalan Foreign Affairs Minister.
