Yangon, Myanmar - When a team of top Myanmar officials met Rohingya refugees in Bangladesh's Cox's Bazar over the weekend, they handed out flyers aimed at persuading members of the persecuted minority to return home two years after fleeing a brutal military crackdown in 2017.

With its happy cartoon figures and its promise of a return "to normal life," the brochure paints a rosy picture for refugees who agree to be repatriated to Buddhist-majority Myanmar on the government's terms.

With Myanmar officials considering calling Rohingya “foreign citizen,” the persecuted people are demanding full citizenship, ethnic rights, and international protection before repatriation.

Myint Thu, Myanmar’s foreign affairs permanent secretary, said at a meeting with Rohingya refugees in Cox’s Bazar, Bangladesh that Myanmar’s government will consider the Rohingya “foreign nationals,” local daily The Daily Star reported on Monday.

Mentioning that hosting over 1.1 million Rohingyas is a big burden for Bangladesh, Prime Minister Sheikh Hasina has said her country wants to resolve the Rohingya crisis through discussions with Myanmar.

"Giving shelter to such a large number of Rohingyas is a big burden for us ... we want to resolve the issue through discussions," she said during a meeting with Lord Ahmad of Wimbledon in London on Monday evening (London time).

Separate state for persecuted community seen as concrete step toward resolving crisis, but some Rohingya disagree 

A recent proposal by Malaysian premier that the Rohingya ethnic minority should be given the chance to form their own state drew cautious reactions from members of the persecuted community.

"We are asking for our innate right of citizenship and ethnic rights,” said Hla Kyaw, head of the European Rohingya Council.

Washington—Representative Eliot L. Engel, Chairman of the House Committee on Foreign Affairs, and a bipartisan group of members today urged Secretary of State Michael Pompeo to take strong action to hold the Burmese military accountable for crimes against the Rohingya people. In a letter, the members cast the Department’s recently announced visa bans on four Burmese officials as inadequate, pressed for more meaningful and effective sanctions, and called on the Administration to designate the crimes against the Rohingya as genocide.

Today the Voice of America’s Bangla language service started a five-day-a-week radio show in Rohingya, the language spoken by Muslim refugees that have fled Myanmar. More than 800,000 people have taken refuge at the Kutupalong camp, one of the world’s largest refugee camps at the Myanmar-Bangladesh border.

Myanmar foreign affairs permanent secretary tells reporters in Cox’s Bazar

The Myanmar government will consider Rohingyas as foreign nationals, said Myanmar Foreign Affairs Permanent Secretary Myint Thu to reporters after a meeting with hindu Rohingyas at the Kutupalong D-4 camp in Cox’s Bazar’s Ukhia yesterday. 

Detailing his government’s position on the issue of Rohingya repartition from Bangladesh, Myint Thu said there were three types of citizenships in the Myanmar Citizenship Act 1982.

According to it, whoever has been living in Myanmar for three generations would be entitled to get “naturalised citizenship”.
