Two years ago, Bangladesh took in nearly 750,000 Muslim Rohingya refugees who had been driven out of Myanmar by a military crackdown. These attacks were referred to as ethnic cleansing by the United States, whereas United Nations investigators referred to them as crimes against humanity.
At that time, many questioned whether Bangladesh, a country with a population of more than 160 million and a developing economy, could take in such a large number of refugees. Considering that the refugees were fellow Muslims escaping severe human-rights violations, the foremost concerns may have been related to the humane aspect of the issue. However, the practicality of how Bangladesh would manage such a huge influx of refugees economically and socially was also of tremendous concern.

greater threat of genocide than ever, amid Government attempts to
“erase their identity and remove them from the country”, UN-appointed
independent investigators said on Monday.
In a report detailing alleged violations in Myanmar over the last year, the Independent International Fact-Finding Mission, insists that many of the conditions that led to “killings, rapes and gang rapes, torture, forced displacement and other grave rights violations” by the country’s military, that prompted some 700,000 Rohingya to flee to neighbouring Bangladesh in 2017, are still present.

ဒါပေမယ့် ရိုဟင်ဂျာတွေ သိန်းချီ ထွက်ပြေးခဲ့ရတဲ့ ရခိုင် ပဋိပက္ခနဲ့ ပတ်သက်လို့ကတော့ ကုလသမဂ္ဂအထွေထွေ ညီလာခံ ဆွေးနွေးချက်မှာ ပါရှိမှာ ဖြစ်တယ်လို့ သံအမတ်ကြီး ဦးဟောက်ဒိုဆွမ်းက ပြောပါတယ်။
“ရခိုင်ကိစ္စကတော့ ကျနော်တို့ ကြုံတွေ့နေရတဲ့ စိန်ခေါ်မှုတွေ အများကြီးထဲက တခုကို ဒါကိုလည်း ကျနော် တို့ အဓိက ပြောမယ့်အထဲမှာ ပါသလို ကျန်တာကတော့ သူ့ကော်မတီအလိုက် လုပ်ရမှာတွေ ရှိတယ်လေ။ အထူး သဖြင့် ရခိုင်ကိစ္စဆိုရင် လူ့အခွင့်အရေးနဲ့ ပတ်သက်တဲ့ တတိယ ကော်မတီရှိတာကို အဲဒီ တတိယကော်မတီထဲမှာ နှစ်တိုင်း တင်သွင်းနေကြ resolution အဲဒီအထဲ မြန်မာနိုငံ လူ့အခွင့်အရေးအခြေအနေနဲ့ ပတ်သက်တဲ့ resolution မှာ ကျနော်တို့ ဒီနှစ်လည်း ရှိလာဖို့အလားအလာရှိပါတယ်။ ဒါတွေကျရင်တော့ သီးခြား သူ့ကိစ္စနဲ့ ပတ်သက်တဲ့ဟာတွေ ဖြစ်လာတော့ ထဲထဲဝင်ဝင်ပြောဆိုရမှာတော့ ရှိလာမှာပေါ့။ အခု လည်း ကျနော်တို့ လူ့အခွင့် အရေးကောင်စီ Geneva မှာ ဒီကိစ္စပဲ အဓိက ပြောဆိုနေကြတာကို FFM report ကိစ္စတို့ ယန်ဟီးလီ report ကိစ္စတို့ Geneva မှာဆွေးနွေးနေတာရှိတယ်။ အဲဒါတွေ ဒီ New York ဘက်ကို ရောက်လာ မှာလေ ။ အဲဒါတွေအဆက် ကျနော်တို့ ဒီဘက်က ကော်မတီလိုင်း လူ့အခွင့်အရေးကိစ္စနဲ့ ပတ် သက်ပြီး ဆွေးနွေးကြမယ့်အထဲမှာလည်း ဒါက သူ့သီးခြားဘာသာရပ်အနေနဲ့ ပြောဆိုရမယ့် ဟာတွေ ရှိလာ မှာပါ။”
ဒါ့အပြင် မြန်မာဘက်က အဓိက တင်ပြမယ့် အကြောင်းအရာတွေကိုလည်း သံအမတ်ကြီးက အခုလို ပြော ပါတယ်။
“ဒီနှစ်ကတော့ ဖွံ့ဖြိုးတိုးတက်ရေးနဲ့ ပတ်သက်ပြီးတော့ ကျနော်တို့ တိုက်ရိုက် သုံးသပ်တဲ့ summit တွေရှိ မယ်။ ပတ်ဝန်းကျင်ထိန်းသိမ်းရေးနဲ့ ပတ်သက်ပြီးတော့ ရာသီဥတုပြောင်းလဲခြင်းဆိုင်ရာပေါ့ Climate summit ရှိမယ်။ ဒါတွေကတော့ အရေးကြီးတဲ့ ဘာသာရပ်တွေဖြစ်တော့ ဒါနဲ့ ပတ်သက်ပြီးတော့ ကျနော်တို့ပြောဆိုမယ့်ဟာတွေ ကျနော်တို့ ရပ်တည်ချက်တွေ ပြောဆိုမှာတွေ ရှိမှာပေါ့ဗျာ အဓိကတော့ ဒါပေါ့။ ဆို တော့ ကျန်တဲ့အပိုင်းမှာတော့ ကျနော်တို့ နိုင်ငံနဲ့ ပတ်သက်ပြီးတော့ လောလောဆည် ရင်ဆိုင်နေရတဲ့ စီး ပွားရေးဖွံ့ဖြိုးတိုးတက်မှု ဆိုင်ရာ ဆောင်ရွက်မှုတွေ ၊ ငြိမ်းချမ်းရေးနဲ့ တိုင်းရင်းသား စည်းလုံးညီညွှတ်မှု ဆိုင်ရာ တွေ နောက် ရင်ဆိုင်နေရတဲ့ စိန်ခေါ်မှုတွေပေါ့ဗျာ။ ဒါတွေကို ကျနော်တို့ တင်ပြဖို့တွေ ရှိမှာပေါ့။”
စက်တင်ဘာလ ၁၇ ရက်နေ့ စတင်မယ့် ၇၄ ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေ ညီလာခံကိုတော့ နိုင် ငံတော် အတိုင်ပင်ခံရုံး ဝန်ကြီး ဦးကျော်တင့်ဆွေက ခေါင်းဆောင်မှာ ဖြစ်ပြီး အပြည်ပြည်ဆိုင်ရာ ပူးပေါင်း ဆောင်ရွက်ရေး ဝန်ကြီး ဦးကျော်တင်လည်း ပါဝင်မှာ ဖြစ်ပါတယ်။ ၂၀၁၆ ခုနှစ်က ကုလသမဂ္ဂမှာ နိုင်ငံတော် အတိုင်ပင်ခံ ပုဂ္ဂိုလ် လည်းဖြစ် နိုင်ငံခြားရေး ဝန်ကြီး လည်းဖြစ်တဲ့ ဒေါ်အောင်ဆန်းစုကြည်က တက်ရောက် မိန့်ခွန်းပြောကြားခဲ့ပါတယ်။
၇၄ ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေ ညီလာခံကို အင်္ဂါနေ့မှာ စတင်တော့မှာပါ။ ကုလသမဂ္ဂ အတွင်းရေးမှူးချုပ် Antonio Guterres က ၇၃ ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေ ညီလာခံ အပြီးသတ် မိန့်ခွန်းကို နယူးယောက် ကုလသမဂ္ဂ ဌာနချုပ်မှာ တနလာၤနေ့မှာ ပြောကြားခဲ့ပါတယ်။
“ ၇၃ ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေ ညီလာခံ အတွက် ညီလာခံ သဘာပတိ မစ္စ Espinosa Garcés ရဲ့ ဦး ဆောင်မှုနဲ့ ပူးပေါင်းဆောင်ရွက်မှု အတွက် ကျေးဇူးတင်ပါတယ်။ သဘာပတိသစ် အဖြစ် တင်မြှောက်ခံ ထား ရသူ နိုင်ဂျီးရီးယား နိုင်ငံက ပါမောက္ခ Tijjani Muhammad-Bande နဲ့ ဆက်လက် ပူးပေါင်းဆောင် ရွက် သွားပါမယ်။ ပိုပြီး ငြိမ်းချမ်းသာယာ ကြွယ်ဝတဲ့ ကမ္ဘာကြီး ဖြစ်လာရေး အတူတကွ ဆက်လက် ဆောင်ရွက် သွားကြပါစို့။”
အခု ၇၄ ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေ ညီလာခံ ဥက္ကဌ အဖြစ် ကုလသမဂ္ဂဆိုင်ရာ နိုင်ဂျီးရီးယားသံအမတ် ကြီး Tijjani Muhammad-Bande က ဆောင်ရွက်မှာပါ။ စက်တင်ဘာလ ၁၇ ရက်နေ့ကနေ စတင် မှာ ဖြစ်ပြီး စက်တင်ဘာ ၂၄ ရက်နေ့ကနေ စက်တင်ဘာလ ၃၀ ရက်နေ့ အထိ နိုင်ငံတခုချင်းစီက မိန့်ခွန်း ပြော မှာပါ။ နိုင်ငံ အကြီးအကဲ ၁၁၂ ဦး၊ အစိုးရ ခေါင်းဆောင် ၄၈ ဦး နီးပါးနဲ့ နိုင်ငံခြားရေး ဝန်ကြီး ၃၀ ကျော် တို့ တက်ရောက်မယ့် အထဲ အမေရိကန် သမ္မတ Donald Trump၊ အိန္ဒိယ ဝန်ကြီးချုပ် Narandra Modi၊ ပါက စ္စတန် ဝန်ကြီးချုပ် Irman Khan တို့လည်း ပါဝင်ပါတယ်။ မြန်မာနိုင်ငံ ဘက်ကတော့ နိုင်ငံတော် အတိုင် ပင် ခံရုံး ဝန်ကြီး ဦးကျော်တင့်ဆွေဦးဆောင် တက်ရောက်မှာဖြစ်ပြီး စက်တင်ဘာလ ၂၈ ရက်နေ့မှာ မြန်မာက မိန့်ခွန်းပြောမှာပါ။
ကုလသမဂ္ဂ အထွေထွေ ညီလာခံ အတွင်း မြန်မာ၊ ဘင်္ဂလားဒေရှ့်နဲ့ တရုတ်နိုင်ငံတို့က သံတမန်တွေ သီးသန့် တွေ့ဆုံပြီး ရိုဟင်ဂျာ အရေး ဆွေးနွေးဖို့ ရှိတယ်လို့ ကုလသမဂ္ဂ သံတမန် သတင်းရပ်ကွက်မှာ ပြောဆိုနေကြပါတယ်။ တရုတ်အစိုးရဘက်က ကမကထ လုပ်တဲ့ ဒီဆွေးနွေးပွဲမှာတော့ ဘင်္ဂလားဒေရှ့်က ရိုဟင်ဂျာတွေ ဌာနေပြန်ရေး စတင်နိုင်ဖို့ နည်းလမ်းရှာဖို့ ဖြစ်တယ်လို့လည်း သံတမန် သတင်းရင်းမြစ်တွေက ပြောဆို ကြပါတယ်။၂၀၁၈ ခုနှစ်တုန်းက ၇၃ ကြိမ်မြောက် ကုလသမဂ္ဂ အထွေထွေ ညီလာခံမှာတော့ အခုလို သုံးနိုင်ငံ ဆွေးနွေးပွဲ လုပ်ခဲ့ပါတယ်။
ကုလသမဂ္ဂ အထွေထွေ ညီလာခံ အတွင်း သီးသန့်ဆွေးနွေးပွဲတွေ လုပ်ဖို့ စီစဉ်နေတာတွေ ရှိနေကြောင်း နယူးယောက် ကုလသမဂ္ဂ ဆိုင်ရာ မြန်မာ သံအမတ်ကြီး ဦးဟောက်ဒိုဆွမ်းက အတည်ပြုပေမယ့် အတိအ ကျ ဘယ်သူတွေနဲ့ တွေ့ဖို့ ရှိလဲ ဆိုတာကိုတော့ မပြောပါဘူး။
