Declaration on Rohingya Unity

1. Mindful of the tragedy the Rohingya people are facing since at least 2012 genocidal extermination reaching to its climax in 2017 and still continuing resulting in the fresh exodus of more than 1 million Rohingya from Arakan into Bangladesh and other countries;   
2. Whereas the international community has failed the Rohingya people again and again even 5 years after the most recent mass exodus in 2017;
    
3. Realising the absence of unified representation of the Rohingya people at relevant international forums as well as in all internal and external negotiations with concerned parties, including Myanmar authorities, Myanmar oppositions or stakeholders, results in finding a solution more elusive;
   
    
4. Having affirmed and convinced of the fact that a unified, strong and credible Rohingya political leadership is needed in order to tackle various issues and problems confronting the Rohingya people and achievements of their rights and freedoms in the face of fast changing political landscape of Myanmar in general and of Arakan in particular;
   
    
5. Urged, stressed and encouraged by the international community, stakeholders in Myanmar and Arakan politics and neighbouring Bangladesh of the need to establish the sole representative organisation of the Rohingya people to enable them to deal with the situation and Rohingya needs, interests and legitimate aspirations in an effective manner to reach to comprehensive decisions;

We, the undersigned, 15 persons belonging to various Rohingya organisations and individuals, from home and abroad, have unanimously agreed as follows:

1. To establish a political Alliance in the name of the Arakan Rohingya National Alliance (ARNA).

2. The Aim and Object of the ARNA shall be to achieve “the right of self-determination” of the Rohingya people consistent with other ethnic nationalities of Myanmar.

3.      The ARNA ascribes to:

(a) The territorial integrity and sovereignty of the Union of Myanmar.

(b) An indivisible Arakan State and Rohingya are to exist on the basis of full and effective equality.

(c) An inclusive and Federal Democratic Union of Myanmar.

(d) The recognition and protection of the rights of ethnic minorities including their culture, language, education, freedom of worship and political and human rights.

(e) Peaceful coexistence on the principle of ‘unity in diversity’.

(f) Peaceful resolution of all conflicts and political problems by political means through mutual respect, recognition, dialogue, mediation and negotiation in good faith and accommodation.

(g) Universal suffrage.

4. The ARNA is determined to work unitedly in a transparent, accountable and comprehensive manner to achieve all its goals as enunciated in the ARNA Charter and Rules and Regulations.

5. The ARNA will endeavour to create conducive conditions, by the Myanmar authorities, for the voluntary, safe, dignified, and sustainable repatriation, rehabilitation and reintegration of the Rohingya refugees and IDPs to their original homes and places in Arakan, from Bangladesh and elsewhere, with full security and suitable reparation.

6. The ARNA shall organise, inspire and activate the entire Rohingya community to free themselves from oppression, injustice and slavery.

7. The ARNA shall take necessary steps to bring the perpetrators of genocide, crimes against humanity, war crimes and egregious violations of human rights against Rohingya people to account through all possible avenues and courts of law.

8. The ARNA appeals to the international community, including neighbouring Bangladesh, OIC and its member states, U.S.A, U.K, EU, ASEAN, UN, and all stakeholders of Myanmar to recognize ARNA as the sole political representative of the Rohingya people and deal with it in all affairs of Rohingya’s concern, and for a comprehensive solution of their problems in the shared interest of local, national and international peace, stability and prosperity.

9. The ARNA would like to express its deep gratitude to sympathetic quarters which have encouraged the Rohingya leaders to reach to this historic decision of forming ARNA.
