PRESS RELEASE

(Dated: 10 August 2018)

Myanmar-Bangladesh Ministerial Meeting was held on 10 August 2018 at Thingaha Hotel, Nay Pyi Taw. The meeting was chaired by the Union Minister of the Ministry of the Office of the State Counsellor, U Kyaw Tint Sweand the Foreign Minister of the Government of the People’s Republic of Bangladesh, Mr. Abul Hassan Mahmood Ali. Union Ministers U Thein Swe and Dr. Win Myat Aye, officials concerned and delegates from both sides participated in the meeting.

The meeting discussed the implementation of the bilateral agreement, the ‘Arrangement on Return of Displaced Persons from Rakhine State’signed between the governments of Myanmar and Bangladesh in November 2017.

The meeting reached agreement on the following points:-

1. Both parties agreed that there should be early repatriation of displaced person from Rakhine who recently fled to Cox’s Bazar. Repatriation will be in a voluntary, safe and dignified manner. In this regard, a hotline has been established between the Ministers to facilitate ease of discussions.

2. It was agreed to distribute the agreed Verification Forms to those at Cox’s Bazar, for the displaced persons to fill up the forms themselves. Signatures, finger-prints, and photo IDs, are to be completed when filling the forms to indicate voluntary return and assist with Myanmar’s verification process.

3. As agreed in the Arrangement, Myanmar has built two reception centres and one transit camp. Bangladesh has confirmed progress on the five transit camps; one is complete, another under construction, and remaining three to be built.

4. Both parties agreed to intensify cooperation on counter-terrorism and the fight against drug trafficking through exchange of intelligence, closer cooperation between the border-guard officials and conducting enhanced coordinated border patrols.

5. Both parties agreed to cooperate on the issue ofrepatriation of displaced persons currently residing along the international border between Myanmar and Bangladesh, in particular the area between the international border and the fence erected on Myanmar’s territory in an expeditious manner.

6. It was also agreed that any humanitarian aid given to those inhabiting the area on Myanmar’s territory should be given by the aid agencies from Myanmar side.

7. Bangladesh has agreed to revise the language used in the ID cards being issued to those who are currently residing in Cox’s Bazar.

8. They also agree to conduct a joint inspection of the boundary line between the boundary pillars BP34 and BP 35.

Both Ministers reiterated their commitment for closer consultation in resolving the issue of displaced persons from Rakhine State in the spirit of good neighbourliness. They also agreed to promote closer economic and trade relations of interest of both countries.

၂၀၁၈ ခုႏွစ္၊ ၾသဂုတ္လ (၁၀) ရက္ေန႔တြင္ ေနျပည္ေတာ္ရွိ သဂၤဟဟိုတယ္၌ ျမန္မာႏိုင္ငံ ႏွင့္ ဘဂၤလားေဒ့ရွ္ ႏိုင္ငံတို႔အၾကား ဝန္ႀကီးအဆင့္အစည္းအေဝးတစ္ရပ္ က်င္းပခဲ့ပါသည္။ အဆိုပါ အစည္းအေဝးတြင္ ၂၀၁၇ ခုႏွစ္၊ ႏိုဝင္ဘာလအတြင္းက ႏွစ္ႏိုင္ငံ လက္မွတ္ေရးထိုးထားသည့္ ရခိုင္ျပည္နယ္မွ ေနရပ္စြန္႔ခြာသြား သူ မ်ားႏွင့္စပ္လ်ဥ္း၍ ေဆာင္႐ြက္မည့္အစီအစဥ္အား အေကာင္အထည္ေဖာ္ေရး ႏွင့္ ပတ္သက္ၿပီး အျမင္ခ်င္းဖ လွယ္ ေဆြးေႏြးမႈမ်ားျပဳလုပ္ခဲ့ပါသည္။

အဆိုပါအစည္းအေဝးအား ျပည္ေထာင္စုသမၼတျမန္မာႏိုင္ငံေတာ္၊ ႏိုင္ငံေတာ္အတိုင္ပင္ခံ႐ုံးဝန္ႀကီးဌာန ျပည္ေထာင္စုဝန္ႀကီး ဦးေက်ာ္တင့္ေဆြႏွင့္ ဘဂၤလားေဒ့ရွ္ျပည္သူ႕သမၼတႏိုင္ငံ၊ ႏိုင္ငံျခားေရးဝန္ႀကီး မစၥတာ အဘူအာဆန္မာမြတ္အာလီတို႔မွ ပူးတြဲသဘာပတိမ်ားအျဖစ္ ေဆာင္႐ြက္ခဲ့ၿပီး အလုပ္သမား၊ လူဝင္မႈ ႀကီး ၾကပ္ေရးႏွင့္ျပည္သူ႕အင္အားဝန္ႀကီးဌာန၊ ျပည္ေထာင္စုဝန္ႀကီး ဦးသိန္းေဆြႏွင့္ လူမႈဝန္ထမ္း၊ ကယ္ဆယ္ ရးႏွင့္ျပန္လည္ေနရာခ်ထားေရးဝန္ႀကီးဌာန၊ ျပည္ေထာင္စုဝန္ႀကီး ေဒါက္တာဝင္းျမတ္ေအး၊ ဌာနဆိုင္ရာ တာဝန္ရွိသူမ်ားႏွင့္ကိုယ္စားလွယ္အဖြဲ႕ဝင္မ်ားတက္ေရာက္ခဲ့ၾကသည္။

အစည္းအေဝးတြင္ေအာက္ေဖာ္ျပပါအခ်က္မ်ားသေဘာတူညီခဲ့ပါသည္-

(က) မၾကာေသးမီက ေကာ့(ဇ္)ဘဇားသို႔ ထြက္ေျပးတိမ္းေရွာင္သြားသည့္ ရခိုင္ေဒသမွ ေနရပ္ စြန္႔ခြာ သြား ၾကသူမ်ားအား ျပန္လည္လက္ခံေရးလုပ္ငန္းစဥ္ကို ေဆာလ်င္စြာစတင္ႏိုင္ရန္ ႏွစ္ႏိုင္ငံအၾကား သေဘာ တူ ညီခဲ့ပါသည္။ ျပန္လည္လက္ခံေရး ေဆာင္႐ြက္ရာတြင္ မိမိ ဆႏၵအေလ်ာက္ လုံၿခဳံစိတ္ခ်စြာႏွင့္ ဂုဏ္သိကၡာ ရွိစြာ ေနရပ္ျပန္ႏိုင္ေရး ေဆာင္႐ြက္ရမည္ ျဖစ္ပါသည္။ သို႔ျဖစ္၍ႏွစ္ႏိုင္ငံဝန္ႀကီးမ်ားအၾကား ျပန္လည္လက္ ခံေရးဆိုင္ရာ ကိစၥရပ္ မ်ားကို ေဆြးေႏြးရာတြင္ အဆင္ေျပေခ်ာေမြ႕ေစေရး အတြက္တိုက္႐ိုက္ အဆက္အ သြယ္ မႈ ျပဳႏိုင္မည့္ HOTLINE တစ္ခုထူေထာင္ထားၿပီးျဖစ္ပါသည္။

(ခ) ႏွစ္ႏိုင္ငံအၾကား သေဘာတူထားသည့္ စိစစ္ေရးပုံစံ (VERIFICATION FORMS) မ်ားကို ေကာ့(ဇ္) ဘ ဇား တြင္ ေရာက္ရွိေနသည့္ ေနရပ္စြန္႔ခြာသြားသူမ်ာထံ ျဖန္႔ေဝေရးႏွင့္ ပုံစံမ်ားကို ၎တို႔ကိုယ္တိုင္ ျဖည့္ စြက္ႏိုင္ ရန္ သေဘာတူညီခဲ့ပါသည္။ ထို႔ျပင္ ျမန္မာ အစိုးရအေနျဖင့္ စိစစ္ေရးလုပ္ငန္းမ်ားေဆာင္႐ြက္ရာ တြင္ အေထာက္ အကူျပဳေစရန္ႏွင့္ ေနရပ္စြန္႔ခြာသြားသူမ်ားသည္ ၎တို႔ဆႏၵအေလ်ာက္ ျပန္လည္ဝင္ ေရာက္ လိုျခင္း ျဖစ္ေၾကာင္းအား သက္ေသျပႏိုင္မည့္ ျပန္လည္ဝင္ေရာက္လိုသူ၏လက္မွတ္၊ လက္ေဗြႏွင့္ ဓါတ္ပုံမ်ားအား ပုံစံမ်ားတြင္ထည့္သြင္းျဖည့္စြက္သြားေစရန္အတြက္လည္းႏွစ္ႏိုင္ငံအၾကား သေဘာတူညီ ခဲ့ပါသည္။

(ဂ) ျပန္လည္လက္ခံေရးအစီအစဥ္တြင္ သေဘာတူထားသည့္အတိုင္း ျမန္မာအစိုးရအေနျဖင့္ ယာယီလက္ ခံေရးစခန္း(၂)ခုႏွင့္ ၾကားစခန္း (၁)ခု ဖြင့္လွစ္ထားၿပီး ျဖစ္ပါသည္။ ဘဂၤလားေဒ့ရွ္ ႏိုင္ငံအေနျဖင့္ ေဆာင္႐ြက္ ရန္သေဘာတူထားသည့္ ယာယီစခန္း(၅)ခု အနက္ စခန္း (၁) ခုအား ေဆာက္လုပ္ၿပီးျဖစ္ေၾကာင္း၊ ယာယီ စခန္း (၁)ခုမွ ေဆာက္လုပ္ဆဲ ျဖစ္ေၾကာင္း၊ ယာယီစခန္း (၃) ခုမွာ ေဆာက္လုပ္ရန္ က်န္ရွိေနေသးေၾကာင္း ကို အတည္ျပဳ ေျပာၾကား ခဲ့ပါသည္။

(ဃ) အၾကမ္းဖက္မႈႏွင့္ မူးယစ္ေဆးဝါးတိုက္ဖ်က္ေရးတြင္ ပူးေပါင္းေဆာင္႐ြက္မႈ အရွိန္ျမႇင့္တင္ ေဆာင္႐ြက္ သြားရန္အတြက္ သတင္းမ်ား အျပန္အလွန္ ဖလွယ္ေရး၊ ႏွစ္ႏိုင္ငံ နယ္စပ္ လုံၿခဳံေရးအတြက္ တာဝန္ရွိ သူ မ်ားအၾကား နီးကပ္စြာ ပူးေပါင္းေဆာင္႐ြက္ႏိုင္ေရး၊ နယ္ျခားေစာင့္ တပ္ဖြဲ႕မ်ားအၾကား ပူးေပါင္းေဆာင္ ႐ြက္ မႈျမႇင့္တင္ေရးတို႔ကို ႏွစ္ႏိုင္ငံအၾကား သေဘာတူညီခဲ့ပါသည္။

(င) ျမန္မာႏွင့္ဘဂၤလားေဒ့ရွ္ႏွစ္ႏိုင္ငံအၾကား ႏိုင္ငံတကာ နယ္နိမိတ္တြင္ ေနထိုင္လ်က္ ရွိသူမ်ား၊ အထူး သ ၿဖင့္ ႏိုင္ငံတကာ နယ္နိမိတ္ႏွင့္ျမန္မာႏိုင္ငံပိုင္နက္ နယ္ေျမေပၚတြင္ တည္ေဆာက္ထားသည့္ ၿခံစည္း႐ိုး အ ၾကား ေနထိုင္ေနသူမ်ားအား ျပန္လည္ လက္ခံႏိုင္ငံေရးအတြက္ ပူးေပါင္းေဆာင္႐ြက္မႈမ်ား တိုးျမႇင့္ျပဳလုပ္ သြား ရန္ ႏွစ္ႏိုင္ငံအၾကား သေဘာတူညီခဲ့ပါသည္။

(စ) ထို႔ျပင္ အဆိုပါ ျမန္မာပိုင္နက္နယ္ေျမေပၚတြင္ေနထိုင္ေနသူမ်ားအား လူသားခ်င္း စာနာ ေထာက္ထား မႈပစၥည္းမ်ား ေထာက္ပံ့ေပးသည့္ကိစၥအား ျမန္မာႏိုင္ငံဘက္ရွိ အေထာက္ အပံ့ေပးေရး ဆိုင္ရာအဖြဲ႕အစည္း မ်ားမွ ေဆာင္႐ြက္သြားရန္အတြက္ ႏွစ္ႏိုင္ငံအၾကား သေဘာတူညီခဲ့ပါသည္။

(ဆ) ျမန္မာႏိုင္ငံမွ ေနရပ္စြန္႔ခြာသြားသူမ်ားအား ထုတ္ေပးထားသည့္ သက္ေသခံ လက္မွတ္မ်ား အေပၚတြင္ အသုံးျပဳထားသည့္ အသုံးအႏႈန္းအား ျပန္လည္ျပင္ဆင္ေပးရန္အတြက္ ဘဂၤလားေဒ့ရွ္ဘက္မွ သေဘာတူ ညီခဲ့ပါသည္။

(ဇ) ႏွစ္ႏိုင္ငံနယ္နိမိတ္မွတ္တိုင္ ဘီပီ-၃၄ ႏွင့္ ဘီပီ-၃၅ အၾကားရွိ နယ္စပ္မ်ဥ္းအား ႏွစ္ႏိုင္ငံ ပူးတြဲစစ္ေဆးမႈ တစ္ရပ္ျပဳလုပ္ရန္ ႏွစ္ႏိုင္ငံအၾကားသေဘာတူညီခဲ့ပါသည္။

ရခိုင္ျပည္နယ္မွေနရပ္စြန္႔ခြာသြားသူမ်ားကိစၥအားေျဖရွင္းရာတြင္အိမ္နီးခ်င္းေကာင္းပီသစြာျဖင့္ႏွစ္ဖက္ၫွိႏႈိင္း  တိုင္ပင္ ေဆာင္႐ြက္သြားရန္ႏွင့္ ႏွစ္ႏိုင္ငံအၾကားစီးပြားေရးႏွင့္ ကုန္စည္ကူးသန္း ေရာင္းဝယ္ေရးဆိုင္ ရာကိစၥ ရပ္မ်ား တိုးျမႇင့္ေဆာင္႐ြက္သြားရန္ သေဘာတူညီခဲ့ပါသည္။
