Singapore to take up Rohingya issue at ASEAN Summit

Singapore foreign minister Vivian Balakrishnan on Thursday said his country would raise the Rohingya issue at the 35th ASEAN Summit that will begin in Bangkok on 31 October.

The Singaporean minister’s remarks came as Bangladesh seeks sustainable return of Rohingyas to their homes in Myanmar’s Rakhine State.

The issue came up for discussion when a delegation from Parliamentary Standing Committee on Foreign Affairs headed by its chairman M Faruk Khan called on the foreign minister of Singapore at the Ministry of Foreign Affairs, Singapore.

When Asean foreign ministers last met in Bangkok on July 31 and discussed the Rakhine crisis, their conclusions reflected the lowest common denominator of the bloc's membership. Two years after the enforced mass exodus of more than 700,000 Rohingya from Myanmar to Bangladesh, Asean is at risk of becoming irrelevant to the search for solutions.

Asean has been providing humanitarian and development assistance to Rakhine state, but its reluctance to recognise the underlying causes of the crisis gives Myanmar the opportunity to shield behind a shaky Asean consensus. It thus may be making matters worse.

၁။      ရှေးမြန်မာ့သမိုင်းရာဇဝင်များအရ အေဒီ ၁၅ ရာစု ခေတ်ကာလက ရခိုင်ဘုရင်အဆက်ဆက်၏ လက်အောက်တွင် သုံ့ပန်းအဖြစ် ဖမ်းဆီးခေါ်ယူလာသည့် အိန္ဒိယ နွယ်ဖွားများကို လယ်ယာလုပ်ငန်းနှင့် အခြားလုပ်ငန်းများတွင် အသုံးပြုရန် ခေါ်ယူခဲ့ကြောင်း အထောက်အထားများအရ လေ့လာတွေ့ရှိရပါသည်။

၂။      အေဒီ(၁၆၅၂-၁၆၇၄)တွင် ရခိုင်ဘုရင် စန္ဒသုဓမ္မဂျာထံသို့ သျှားရွှဂျာမင်းသား ခိုလှုံရောက်ရှိလာပြီး ၎င်းနှင့်အတူ မွတ်စလင် လေးသည်တော် ကမန်များ ပါရှိလာခဲ့ပါသည်။ ရခိုင်ဘုရင် စန္ဒိဇယမင်း အေဒီ (၁၇၁၀-၁၇၃၁) လက်ထက်တွင် မွတ်စလင်လေးသည်တော် ကမန်များ တော်လှန်ပုန်ကန်သဖြင့် စစ်တွေ နှင့်ရမ်းဗြဲဒေသများသို့ နယ်နှင်ဒဏ်ပေးခဲ့ပါသည်။

၃။      ပထမ အင်္ဂလိပ်-မြန်မာစစ်ပွဲ ဖြစ်ပွားခဲ့ပြီးနောက် မြန်မာတို့ အရေးနိမ့်ကာ ၂၄-၂-၁၈၂၆ ခုနှစ်တွင် စစ်ပြေ ငြိမ်းခဲ့ရာ ရခိုင်ကမ်းမြောင်ဒေသနှင့် တနင်္သာရီကမ်းမြောင်ဒေသတို့ အင်္ဂလိပ်လက်အောက် ကျ ရောက်သည်မှစ၍ ဗြိတိသျှအရှေ့အိန္ဒိယကုမ္ပဏီ ဝင်ရောက်လာပြီး စပါးတိုးချဲ့စိုက်ပျိုးရန်အတွက် အိန္ဒိယ အမျိုးသားများကို ရခိုင် ပြည်နယ်အတွင်းသို့ တံခါးမရှိ ဓားမရှိ ခေါ်ဆောင်လာခဲ့ပါသည်။

၄။      ရှေးမြန်မာ့သမိုင်းရာဇဝင်များတွင် လူမျိုးတစ်ရာ့တစ်ပါးရှိကြောင်း မှတ်တမ်းတင်ဖော်ပြခဲ့ရာ ရိုဟင်ဂျာ လူမျိုးလည်း မပါရှိခဲ့ပါ။ ရိုဟင်ဂျာ ဟူသော စကားလုံး တစ်လုံးတစ်ပါဒမျှ ဖော်ပြခဲ့ခြင်း မရှိပါ။

၅။      ရိုဟင်ဂျာဆိုသည်မှာ တိုင်းရင်းသားမျိုးနွယ်စုအမည်၊ လူမျိုးအမည် မဟုတ်ဘဲ ဘင်္ဂလီဘာသာ စကား အဓိပ္ပါယ်အရ“ရိုဟင်”၏အဓိပ္ပါယ်မှာ “အိမ်ရာမဲ့”ဖြစ်ပြီး “ဂျာ”၏ အဓိပ္ပါယ်မှာ“လူ”ဖြစ်သောကြောင့် “အိမ် ယာမဲ့လူ”ဟု အနက်အဓိပ္ပါယ်ရပါသည်။

၆။        ၁၉၄၈ ခုနှစ် မတိုင်မီက ရိုဟင်ဂျာ အသုံးအနှုန်းကို ရေးသားဖော်ပြခဲ့မှုမရှိပါ။ မောင်တောတွင် အခြေ စိုက်သော ဂျာမေတူလ် လမားအသင်းမှ ရခိုင်မြောက်ပိုင်းဒေသကို ကိုယ်ပိုင်အုပ်ချုပ်ရေးနယ်မြေ ထူထောင် ပေးရန် ဗြိတိသျှ ပါလီမန်အတွင်းဝန် A.G Bottomley ထံသို့ ၂၄-၂-၁၉၄၇ ခုနှစ်တွင် တင်ပြ တောင်းဆိုခဲ့ရာ “ပြည်ပဒေသမှ လာရောက်အခြေချသူများသည် မြန်မာနိုင်ငံအတွင်း သီးခြားလူမျိုး၊ သီးခြားပြည်နယ် တောင်းဆိုပိုင်ခွင့်မရှိပါ”ဟု ဗြိတိသျှပါလီမန် အတွင်းဝန်က ဆုံးဖြတ်ခဲ့ပါသည်။ ၎င်းစာလွှာ တွင်လည်း ရိုဟင်ဂျာ ဟူသော အသုံးအနှုန်းမျိုး မပါရှိခဲ့ပါ။

၇။      မြန်မာနိုင်ငံတွင် ပါလီမန်ဒီမိုကရေစီခေတ်၌ ဆန္ဒမဲရရှိအောင် မမှန်ကန်သောနည်းလမ်းဖြင့် ပါတီ အ ချို့က ဆောင်ရွက်ခဲ့ခြင်းကြောင့် မောင်တော၊ ဘူးသီးတောင် မဲဆန္ဒနယ်တွင် ဘင်္ဂလီလူမျိုး အဗ္ဗဒူဂဖား သည် တိုင်းပြည်ပြု လွှတ်တော်အမတ်ဖြစ်လာခဲ့ပါသည်။ ၎င်းက ပြည်ထဲရေးဝန်ကြီးနှင့် အတွင်းဝန်ထံသို့ သမိုင်းကို လုပ်ကြံဖန်တီး၍ သင်္ဘောပျက်ပုံပြင်အား ရေးသားပြုစုပြီး ရိုဟင်ဂျာ စကားလုံး ထည့်သွင်းဖော်ပြ ထားသည့် အစီရင်ခံစာကို ၂၀-၁၁-၁၉၄၈ ရက်နေ့တွင် ပေးပို့ခဲ့ပါသည်။


၈။      ရှေးမြန်မာ့သမိုင်းရာဇဝင်များအရ မြန်မာနိုင်ငံတွင် ရိုဟင်ဂျာမရှိကြောင်းကို မြန်မာ့သမိုင်းအဖွဲ့က သု တေသနစာတမ်းပြုစု၍ ယဉ်ကျေးမှုဝန်ကြီးဌာနသို့ တင်ပြခဲ့သော်လည်း ခေတ်အဆက်ဆက် တာဝန်ရှိ သူ များက တရားဝင် ထုတ်ဝေမှုပြုလုပ်ဆောင်ရွက်နိုင်ခဲ့ခြင်း မရှိပါ။

၉။      မြန်မာ့သမိုင်းအဖွဲ့က ပြုစုထားသော မြန်မာနိုင်ငံအတွင်းရှိ ရိုဟင်ဂျာလူမျိုးမရှိကြောင်းကို ခိုင်မာစွာ ဖော်ပြမည့် “ရခိုင်ဒေသအတွင်းရှိ ဘင်္ဂလီတို့၏ လှုပ်ရှားမှု”စာအုပ်ကို မြန်မာ့သမိုင်းပညာရှင် အဖွဲ့ဝင်များထံ ပြန်လည်ဖတ်ရှုလေ့လာသုံးသပ်ရန် ပေးပို့ထားပြီး ပညာရှင်များအဖွဲ့က ဖြည့်စွက်ပြင်ဆင် တည်းဖြတ်ပြီးပါက သမိုင်းအထောက် အထား အပြည့်အစုံဖြင့် အများပြည်သူ လေ့လာ ဖတ်ရှုနိုင်စေရန် ပုံနှိပ်ထုတ်ဝေဖြန့်ချိသွား မည်ဖြစ်ကြောင်း အသိပေးဖော်ပြအပ်ပါသည်။

Amnesty International has gathered fresh evidence that the Myanmar military is continuing to commit atrocities against ethnic minorities in the north of the country, with civilians bearing the brunt of offensives against multiple armed groups. The conflicts show no sign of abating, raising the prospect of further violations.

A new report, “Caught in the middle”: Abuses against civilians amid conflict in Myanmar’s northern Shan State, details the harrowing conditions of civilians arbitrarily arrested, detained and tortured by the military. It also highlights the abusive tactics used by ethnic armed groups as they confront the military and each other to exert control in the region.

Burma’s democratic government has a chance to win a second term in office in the 2020 election because of Aung San Suu Kyi’s fame and her popularity is still strong within the country even though her government is facing many difficulties.

Burmese politicians are preparing for elections in 2020 and that includes the military’s Senior General Min Aung Hlaing. Burmese politics is very complicated with various ethnic issues and armed conflict between ethnic armed groups and the Army (or Tatmadaw) is not going to stop. Both the ruling National League for Democracy party and the military have said they are willing to establish a federal union, but the 2008 constitution drawn up by the military imposes a unitary system.

UNITED NATIONS — The head of a UN fact-finding mission on Myanmar warned Tuesday that “there is a serious risk of genocide recurring” against the estimated 600,000 members of the Rohingya Muslim minority still living in the country.

Marzuki Darusman told the General Assembly’s human rights committee that “if anything, the situation of the Rohingya in Rakhine state has worsened,” citing continued discrimination, segregation, restricted movement, insecurity and a lack of access to land, jobs, education and health care.

Myanmar wants the Rohingya refugees to return, and preparations have been made to receive them, according to the minister in charge of the process. "We will accept them back anytime," said Dr Win Myat Aye, Myanmar's Minister for Social Welfare, Relief and Resettlement.

"Whoever wants to come back voluntarily, we can accept," he said.

He also urged Bangladesh to immediately return the 400 or more Hindu refugees who have agreed to be repatriated, as this could help kick-start the stalled repatriation programme.

Appreciating the country for opening its borders to huge Rohingya refugees, the United States has urged Bangladesh to "postpone" its Rohingya relocation plan to Bhashan char until independent experts can determine it a suitable location, though Bangladesh is looking for a voluntary nature of relocation.

"We urge Bangladesh to postpone any refugee relocations to Bhashan Char until independent experts can determine it is a suitable location," said Alice G Wells, US acting assistant secretary at the Bureau of South and Central Asia.

UNITED NATIONS – The head of a U.N. fact-finding mission on Myanmar warned Tuesday that “there is a serious risk of genocide recurring” against the estimated 600,000 members of the Rohingya Muslim minority still living in the country.

TOKYO -- Myanmar's State Counselor Aung San Suu Kyi said amending the constitution is needed for Myanmar to transition to a "complete democracy," but is unlikely to happen before next year's election.

In a 30-minute interview with the Nikkei Asian Review in Tokyo, where she was visiting to attend the enthronement of the Japanese emperor, Suu Kyi also said the crackdown against the Muslim minority group Rohingya was in response to a "terrorist attack."

The UN General Assembly in New York just ended recently, and while there was much talk of the Rohingya crisis—including important discussions on ongoing efforts to hold perpetrators of genocide accountable—the root of the crisis in Myanmar continues to receive inadequate attention: the denial of citizenship rights of Rohingya in Myanmar.
