ORDER. No. 110A-CC/42, dated the 31st December, 1942.

In supersession of all previous order on the subject, the following provisional arrangements are prescribed for the administration of the Muslim Area of North Arakan.

2. The Muslims Area of North Arakan comprises the whole of the Maungdaw and Buthidaung townships and that portion of the Rathedaung township which lies to the west of Mayu River. This area is under the administrative control of the Military Administrator (Lt.Col. D.C.P.Phelps) whose headquarters are at Maungdaw. The Military Administrator is assisted in the execution of his duties by the Civil Adviser (Mr. A. A. Shah, I C S).

    

3. The Muslim Area of North Arakan is divided into two Sub Areas, viz. (i) The Maungdaw Sub Area. (ii) The Buthidaung Sub Area.

4. The Maungdaw Sub Area comprises the whole of the Maungdaw Township and that portion of the Rathedaung Township which lies to the west of the Mayu Range. This Sub Area is under the immediate administrative control of the Deputy Military Administrator (Maungdaw) (Capt. G.L.Merrells) whose headquarters are at Maungdaw.

5. The Buthidaung Sub-Area comprises the whole of the Buthidaung Township and that portion of Rathedaung Township which lies to the west of the Mayu River and to the east of the Mayu Range. The Sub Area is under the immediate administrative control of the Deputy Military Administrator (Buthidaung) (Capt. J.McTurk) whose headquarters are at Buthidaung. The Deputy Military Administrator (Buthidaung) is assisted in the execution of his duties by the subdivisional officer (Buthidaung) (U Ba Thin (6)).

6. For the purpose of general administration the Maungdaw and Buthidaung Sub Areas are divided into circles as follows:- The Maungdaw Sub Area - (i) The Northern Circle. (ii) The Bawli Bazaar Circle. (iii) The Central Circle, Maungdaw. (iv) The Southern Circle. The Buthidaung Sub Area - (i) The Buthidaung Circle. (ii) The Kungchaung Circle.

7. The Northern Circle comprises all that portion of the Maungdaw Township which lies to the north of the Loibaw Khal on the west side of the Pruma (or Burma) river and to the north of the Fadega Khal on the east side of the said river. The Circle is under the immediate administrative control of the Township Officer, Northern Circle (Mr. Mohamed Luqman) whose headquarters are at Shabe Bazaar.

8. The Bawli Bazaar Circle comprises all that portion of the Maungdaw Township which lies north of the Mingala Khal excluding the area comprised by the Northern Circle. The Circle is under the immediate administrative control of the Township Officer, Bawli Bazaar Circle (Mr. Farooque Ahmed B.Sc., B.L.) whose headquarters are at Bawli Bazaar. The Township Officer, Bawli Bazaar Circle, is assisted in the execution of his duties by the Additional Township Officer, Bawli Bazaar Circle (Mr. Abul Boshar Chowdhury).

    

   The Central Circle, Maungdaw, comprises all that portion of the Maungdaw Township which lies between the Mingala Khal on the north, and, on the south, the khal which flows under the second wooden bridge to the south of the iron bridge on the road leading from Maungdaw to Alethengyaw. The Circle is under the immediate administrative control of the Township Officer, Central Circle, Maungdaw (Mr. Omra Meah) whose headquarters are temporarily in Kapitadil village near Maungdaw Town. The Township Officer is assisted in the execution of his duties by the following Additional Township Officers :- Mr. Munif Khan (Municipal Affairs). Mr. Nur Ahmed (Judicial). Mr. Sualtan Ahmed, B.A., B.L. (Duties).

   
   

   9. The Southern Circle comprises (i) all that portion of the Maungdaw Township which lies to the south of the khal which flows under the second wooden bridge to the south of the iron bridge on the road leading from Maungdaw to Alethengyaw. (ii) all that portion of the Rathedaung Township which lies to the west of Mayu range.

   This Circle is under the immediate administrative control of the Township Officer, Southern Circle whose headquarters are at Alethengyaw. The Township Officer, Southern Circle, is assisted in the execution of his duties by the Additional Township Officer, Southern Circle. (Mr. Mohamed Sulaiman, B.A. B.L. and Mr. Ali Ahmed, B.Sc. have been selected to fill these two posts, but the question of which gentleman shall fill which post is still under consideration).

9. The Buthidaung Circle comprises the whole of the Buthidaung Township. The Circle is under the immediate administrative control of the Township Officer, Buthidaung, (Mr. Abdul Gaffar) whose headquarters are at Buthidaung. The Township Officer, Buthidaung, is assisted in the execution of his duties by the Additional Township Officer, Buthidaung, (Mr. Abul Bashar).

10. The Laungchaung Circle comprises that portion of the Rathedaung Township which lies to the west of Mayu River and to the east of Mayu range. Pending the appointment of the Township Officer, Laungchaung the Circle is under the immediate administrative control of the Subdivisional Officer, Buthidaung.

11. The Civil Police of the Muslim Area of North Arakan will be under the control of the District Superintendent of Police (Mr. C.B.Orr). He will be assisted in the execution of his duties by the Additional Superintendent of Police (Mr. J. Edwards).

There shall be Police Stations at the following places:

There shall be Out Post at Fakira Bazaar (Maungdaw Sub Area) at Panzai Bazaar (Buthidaung Sub Area). The boundaries of the Police Stations and Out Posts shall be laid down by the District Superintendent of Police in consultation with the Military Administration.

15. Township Officers shall perform the functions of Township Magistrates and Township Judges. Additional Township Officers shall perform functions of Additional Township Magistrates and Additional Township Judges.

16. Until further notice any Arakanese Buddhist who was not resident in the Muslim Area of North Arakan on the 1st of January 1943 shall not be permitted to enter or remain in such area without the permission in writing of the Military Administrator or of a Deputy Military Administrator.

Note 1. An Arakanese Buddhist is colloquially known as a "Mugh" by the local Muslims.

Note 2. The above prohibition shall not apply to hill tribes men.

Until further notice a Muslim who was not resident in the Arakan Division (excluding the Muslim Area of North Arakan) on the 1st of January 1943 shall not be permitted to enter or remain in such area without the permission in writing of the Military Administrator or of the Deputy Military Administrator.

စာမျက်နှာ (၁) ပြန်ဆိုချက် 

မြောက်ပိုင်းရခိုင်ဒေသ၊ စစ်ဘက်အုပ်ချုပ်ရေးမှူးရုံး။

အမိန့်။ အမှတ် - ၁၁၀အေ-စီစီ/၄၂၊ ရက်စွဲ။ ၁၉၄၂ ခုနှစ်၊ ဒီဇင်ဘာလ ၃၁ ရက်။

ဤကိစ္စနှင့်စပ်လျဉ်း၍ ယခင်ထုတ်ပြန်ခဲ့သော အမိန့်ညွှန်ကြားချက်အားလုံးကို လွှမ်းမိုးပယ်ဖျက်၍ မြောက်ပိုင်းရခိုင်ဒေသရှိ မွတ်စလင်နယ်မြေ အုပ်ချုပ်ရေးအတွက် အောက်ပါ ယာယီစီမံချက်များကို သတ်မှတ်ပြဋ္ဌာန်းလိုက်သည်။

၂။ မြောက်ပိုင်းရခိုင်ဒေသရှိ မွတ်စလင်နယ်မြေတွင် မောင်တောနှင့် ဘူးသီးတောင် မြို့နယ်တစ်ခုလုံးအပြင်၊ မေယုမြစ်၏ အနောက်ဘက်တွင် တည်ရှိသော ရသေ့တောင်မြို့နယ်၏ တစ်စိတ်တစ်ဒေသတို့ ပါဝင်သည်။ ဤနယ်မြေသည် မောင်တောမြို့တွင် ရုံးစိုက်သော စစ်ဘက်အုပ်ချုပ်ရေးမှူး (ဒုတိယဗိုလ်မှူးကြီး ဒီ.စီ.ပီ. ဖီးလ်စ် - Lt.Col. D.C.P.Phelps) ၏ အုပ်ချုပ်မှုအာဏာအောက်တွင် ရှိသည်။ စစ်ဘက်အုပ်ချုပ်ရေးမှူးအား ၎င်း၏တာဝန်များ ထမ်းဆောင်ရာတွင် အရပ်ဘက်အကြံပေးအရာရှိ (အိုင်စီအက်စ် အရာရှိ မစ္စတာ အေ. အေ. ရှာဟ် - Mr. A. A. Shah, ICS) က ကူညီဆောင်ရွက်ပေးရမည်။

၃။ မြောက်ပိုင်းရခိုင်ဒေသရှိ မွတ်စလင်နယ်မြေကို နယ်မြေခွဲ (၂) ခုဖြင့် အောက်ပါအတိုင်း ပိုင်းခြားထားသည်။

• (၁) မောင်တော နယ်မြေခွဲ

• (၂) ဘူးသီးတောင် နယ်မြေခွဲ

၄။ မောင်တော နယ်မြေခွဲတွင် မောင်တောမြို့နယ်တစ်ခုလုံးနှင့် မေယုတောင်တန်း၏ အနောက်ဘက်တွင် တည်ရှိသော ရသေ့တောင်မြို့နယ်၏ တစ်စိတ်တစ်ဒေသတို့ ပါဝင်သည်။ ဤနယ်မြေခွဲသည် မောင်တောမြို့တွင် ရုံးစိုက်သော ဒုတိယစစ်ဘက်အုပ်ချုပ်ရေးမှူး (မောင်တော) (ဗိုလ်ကြီး ဂျီ.အယ်လ်. မာရဲလ်စ် - Capt. G.L.Merrells) ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိသည်။

၅။ ဘူးသီးတောင် နယ်မြေခွဲတွင် ဘူးသီးတောင်မြို့နယ်တစ်ခုလုံးနှင့် မေယုမြစ်၏ အနောက်ဘက်၊ မေယုတောင် တန်း၏ အရှေ့ဘက်တွင် တည်ရှိသော ရသေ့တောင်မြို့နယ်၏ တစ်စိတ်တစ်ဒေသတို့ ပါဝင်သည်။ ဤနယ်မြေခွဲသည် ဘူးသီးတောင်မြို့တွင် ရုံးစိုက်သော ဒုတိယစစ်ဘက်အုပ်ချုပ်ရေးမှူး (ဘူးသီးတောင်) (ဗိုလ်ကြီး ဂျေ. မက်တပ်ခ် - Capt. J.McTurk) ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိသည်။ ဒုတိယစစ်ဘက်အုပ်ချုပ်ရေးမှူး (ဘူးသီးတောင်) အား ၎င်း၏တာဝန်များ ထမ်းဆောင်ရာတွင် ဘူးသီးတောင်နယ်ပိုင်အရာရှိ (ဦးဘသင်း (၆)) က ကူညီဆောင်ရွက်ပေးရမည်။

၆။ အထွေထွေအုပ်ချုပ်ရေးကိစ္စအလို့ငှာ မောင်တောနှင့် ဘူးသီးတောင် နယ်မြေခွဲများကို အောက်ပါအတိုင်း တိုက်နယ် (Circles) များ ခွဲခြားသတ်မှတ်သည်။

• မောင်တော နယ်မြေခွဲ -

  • (၁) မြောက်ပိုင်းတိုက်နယ် (The Northern Circle)

  • (၂) ဘောလီဗဇာတိုက်နယ် (The Bawli Bazaar Circle)

  • (၃) မောင်တော ဗဟိုတိုက်နယ် (The Central Circle, Maungdaw)

  • (၄) တောင်ပိုင်းတိုက်နယ် (The Southern Circle)

• ဘူးသီးတောင် နယ်မြေခွဲ -

  • (၁) ဘူးသီးတောင်တိုက်နယ် (The Buthidaung Circle)

  • (၂) လောင်းချောင်းတိုက်နယ် (The Kungchaung/Laungchaung Circle)

၇။ မြောက်ပိုင်းတိုက်နယ်တွင် မောင်တောမြို့နယ်၏ အစိတ်အပိုင်းတစ်ခုဖြစ်သော ပရူးမား (သို့မဟုတ် ဘားမား) မြစ်၏ အနောက်ဘက်ခြမ်းရှိ လွိုင်ဘော်ခါးလ် (Loibaw Khal) ချောင်း၏ မြောက်ဘက်နယ်မြေနှင့် အဆိုပါမြစ်၏ အရှေ့ဘက်ခြမ်းရှိ ဖဒေဂါခါးလ် (Fadega Khal) ချောင်း၏ မြောက်ဘက်တွင် တည်ရှိသော နယ်မြေအားလုံး ပါဝင်သည်။ ဤတိုက်နယ်သည် ရှာဘေဗဇာ (Shabe Bazaar) တွင် ရုံးစိုက်သော မြောက်ပိုင်းတိုက်နယ် မြို့ပိုင်အရာရှိ (မစ္စတာ မိုဟာမက် လူကမန် - Mr. Mohamed Luqman) ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိသည်။

၈။ ဘောလီဗဇာတိုက်နယ်တွင် မောင်တောမြို့နယ်၏ အစိတ်အပိုင်းတစ်ခုဖြစ်သော မင်္ဂလာခါးလ် (Mingala Khal) ချောင်း၏ မြောက်ဘက်တွင် တည်ရှိပြီး မြောက်ပိုင်းတိုက်နယ်တွင် ပါဝင်သော နယ်မြေများမှလွဲ၍ ကျန်ရှိသော နယ်မြေအားလုံး ပါဝင်သည်။ ဤတိုက်နယ်သည် ဘောလီဗဇာ (Bawli Bazaar) တွင် ရုံးစိုက်သော ဘောလီဗဇာတိုက်နယ် မြို့ပိုင်အရာရှိ (မစ္စတာ ဖာရူးခ် အာမက်၊ သိပ္ပံဘွဲ့၊ ဥပဒေဘွဲ့ - Mr. Farooque Ahmed B.Sc., B.L.) ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိသည်။ ဘောလီဗဇာတိုက်နယ် မြို့ပိုင်အရာရှိအား ၎င်း၏တာဝန်များ ထမ်း ဆောင်ရာတွင် ဘောလီဗဇာတိုက်နယ် အထွေထွေအုပ်ချုပ်ရေးမှူး/လက္ထောက်မြို့ပိုင် (မစ္စတာ အဘူလ် ဘိုရှာ ချောင်ဒရီ - Mr. Abul Boshar Chowdhury) က ကူညီဆောင်ရွက်ပေးရမည်။

၉။ မောင်တော ဗဟိုတိုက်နယ်တွင် မောင်တောမြို့နယ်၏ အစိတ်အပိုင်းတစ်ခုဖြစ်သော မြောက်ဘက်တွင် မင်္ဂလာခါးလ်ချောင်းနှင့် တောင်ဘက်တွင် မောင်တောမှ အလယ်သံကျော်သို့ သွားသောလမ်းရှိ သံတံတား၏ တောင်ဘက် ဒုတိယမြောက် သစ်သားတံတားအောက်မှ စီးဆင်းသော ချောင်းအကြား တည်ရှိသည့် နယ်မြေအားလုံး ပါဝင်သည်။ ဤတိုက်နယ်သည် မောင်တောမြို့အနီး ကပ္ပိတံဒေးလ် (Kapitadil) ကျေးရွာတွင် ယာယီရုံးစိုက်သော မောင်တောဗဟိုတိုက်နယ် မြို့ပိုင်အရာရှိ (မစ္စတာ အွမ်ရာ မိအာ - Mr. Omra Meah) ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိသည်။ မြို့ပိုင်အရာရှိအား ရုံးလုပ်ငန်းတာဝန်များ ထမ်းဆောင်ရာတွင် အောက်ပါ အပိုဆောင်းမြို့ပိုင်အရာရှိ (Additional Township Officers) များက ကူညီဆောင်ရွက်ပေးရမည်။

• မစ္စတာ မူနစ်ဖ် ခန်း (စည်ပင်သာယာရေးကိစ္စရပ်များ)

• မစ္စတာ နူးရ် အာမက် (တရားစီရင်ရေးကိစ္စရပ်များ)

• မစ္စတာ ဆူလ်တန် အာမက်၊ ဝိဇ္ဇာဘွဲ့၊ ဥပဒေဘွဲ့ (အထွေထွေတာဝန်များ)

၁၀။ တောင်ပိုင်းတိုက်နယ်တွင် အောက်ပါတို့ ပါဝင်သည်။

• (၁) မောင်တောမြို့နယ်၏ အစိတ်အပိုင်းတစ်ခုဖြစ်သော မောင်တောမှ အလယ်သံကျော်သို့ သွားသောလမ်းရှိ သံတံတား၏ တောင်ဘက် ဒုတိယမြောက် သစ်သားတံတားအောက်မှ စီးဆင်းသော ချောင်း၏ တောင်ဘက်တွင် တည်ရှိသော နယ်မြေအားလုံး။

• (၂) မေယုတောင်တန်း၏ အနောက်ဘက်တွင် တည်ရှိသော ရသေ့တောင်မြို့နယ်၏ နယ်မြေအားလုံး။

ဤတိုက်နယ်သည် အလယ်သံကျော်တွင် ရုံးစိုက်သော တောင်ပိုင်းတိုက်နယ် မြို့ပိုင်အရာရှိ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိသည်။ တောင်ပိုင်းတိုက်နယ် မြို့ပိုင်အရာရှိအား တောင်ပိုင်းတိုက်နယ် အပိုဆောင်းမြို့ပိုင်အရာရှိက တာဝန်ထမ်းဆောင်ရာတွင် ကူညီဆောင်ရွက်ပေးရမည်။ (ဤရာထူးနေရာ နှစ်ခုအတွက် မစ္စတာ မိုဟာမက် ဆူလိုင်မန် (ဝိဇ္ဇာဘွဲ့၊ ဥပဒေဘွဲ့) နှင့် မစ္စတာ အလီ အာမက် (သိပ္ပံဘွဲ့) တို့ကို ရွေးချယ်ထားသော်လည်း၊ မည်သူက မည်သည့်ရာထူးတွင် တာဝန်ထမ်းဆောင်ရမည်ဆိုသည်ကိုမူ ဆက်လက်စိစစ်ဆဲ ဖြစ်သည်)။

၁၁။ ဘူးသီးတောင်တိုက်နယ်တွင် ဘူးသီးတောင်မြို့နယ်တစ်ခုလုံး ပါဝင်သည်။ ဤတိုက်နယ်သည် ဘူးသီးတောင်မြို့တွင် ရုံးစိုက်သော ဘူးသီးတောင်မြို့ပိုင်အရာရှိ (မစ္စတာ အဗ္ဗဒူလ် ဂါဖား - Mr. Abdul Gaffar) ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိသည်။ ဘူးသီးတောင်မြို့ပိုင်အရာရှိအား ၎င်း၏တာဝန်များ ထမ်းဆောင်ရာတွင် ဘူးသီးတောင် အပိုဆောင်းမြို့ပိုင်အရာရှိ (မစ္စတာ အဘူလ် ဘာရှာ - Mr. Abul Bashar) က ကူညီဆောင်ရွက်ပေးရမည်။

၁၂။ လောင်းချောင်းတိုက်နယ်တွင် မေယုမြစ်၏ အနောက်ဘက်နှင့် မေယုတောင်တန်း၏ အရှေ့ဘက်တွင် တည်ရှိသော ရသေ့တောင်မြို့နယ်၏ အစိတ်အပိုင်းများ ပါဝင်သည်။ လောင်းချောင်းတိုက်နယ်အတွက် မြို့ပိုင်အရာရှိ ခန့်အပ်ရန် စောင့်ဆိုင်းနေစဉ်အတောအတွင်း၊ ဤတိုက်နယ်သည် ဘူးသီးတောင် နယ်ပိုင်အရာရှိ၏ တိုက်ရိုက်အုပ်ချုပ်မှုအောက်တွင် ရှိမည်ဖြစ်သည်။

၁၃။ မြောက်ပိုင်းရခိုင်ဒေသရှိ မွတ်စလင်နယ်မြေ၏ အရပ်ဘက်ရဲတပ်ဖွဲ့သည် ခရိုင်ရဲမှူးကြီး (District Superintendent of Police - မစ္စတာ စီ.ဘီ.အောရ် - Mr. C.B.Orr) ၏ ကွပ်ကဲမှုအောက်တွင် ရှိရမည်။ ၎င်းအား တာဝန်ဝတ္တရားများ ထမ်းဆောင်ရာတွင် အပိုဆောင်းခရိုင်ရဲမှူး (မစ္စတာ ဂျေ. အက်ဒ်ဝပ်စ် - Mr. J. Edwards) က ကူညီဆောင်ရွက်ပေးရမည်။

အောက်ပါနေရာများတွင် ရဲစခန်းများ ထားရှိရမည်။

မောင်တော နယ်မြေခွဲ-

• ရှာဘေဗဇာ (Shabe Bazaar)

• ဘောလီဗဇာ (Bawli Bazaar)

• မောင်တော (Maungdaw)

• အလယ်သံကျော် (Alethengyaw)

• တွန်ဒင်း (Tundin)

ဘူးသီးတောင် နယ်မြေခွဲ-

• တောင်ဗဇာ (Taung Bazaar)

• ဘူးသီးတောင် (Buthidaung)

• ကွာဆုံ (Kwason)

• လောင်းချောင်း (Laungchaung)

ဖကီရာဗဇာ (မောင်တောနယ်မြေခွဲ) နှင့် ပန်းဇဲဗဇာ (ဘူးသီးတောင်နယ်မြေခွဲ) တို့တွင် ရဲကင်းစခန်းများ ထားရှိရမည်။ ရဲစခန်းများနှင့် ရဲကင်းစခန်းများ၏ နယ်နိမိတ်များကို စစ်ဘက်အုပ်ချုပ်ရေးအဖွဲ့နှင့် ညှိနှိုင်းတိုင်ပင်၍ ခရိုင်ရဲမှူးကြီးက သတ်မှတ်ရမည်။

၁၅။ မြို့ပိုင်အရာရှိများသည် မြို့နယ်ရာဇဝတ်တရားသူကြီး (Township Magistrates) နှင့် မြို့နယ်တရားသူကြီး (Township Judges) တာဝန်များကို ထမ်းဆောင်ရမည်။ အပိုဆောင်းမြို့ပိုင်အရာရှိများသည် အပိုဆောင်းမြို့နယ်ရာဇဝတ်တရားသူကြီးနှင့် အပိုဆောင်းမြို့နယ်တရားသူကြီး တာဝန်များကို ထမ်းဆောင်ရမည်။

မှတ်ချက် ၁။ ရခိုင်ဗုဒ္ဓဘာသာဝင်များကို ဒေသခံမွတ်စလင်များက အလွတ်သဘောအားဖြင့် "မဂ်" (Mugh) ဟု ခေါ်ဆိုကြသည်။
