Bangladesh Needs Concerted Support To Manage Protracted Rohingya Crisis – Analysis

Bangladesh is providing shelter and supporting the persecuted Rohingyas on humanitarian grounds for nearly six years. In addition, for the repatriation of the Rohingyas to Myanmar, Bangladesh government has been trying its best to resolve the crisis along with China and the international community.

The repatriation process is not yet successful because Myanmar has not come forward to resolve this issue. Bangladesh signed a repatriation deal with Myanmar in November 2017. Repatriation efforts taken in 2018 failed as the situation in Rakhine state was unsafe and Rohingyas were not interested to return in that situation. Again in 2019, an attempt was made to start the repatriation with the mediation of China but it was not also successful. As a result, no progress has been made in the issue of Rohingya repatriation in the last six years. Following China’s involvement in repatriation talks, small-scale repatriation of Rohingyas to Myanmar has been under discussion since 2020 and China has been pressuring Myanmar to expedite the repatriation.

In March 2023, the Myanmar government announced that it would start repatriating 1,140 Rohingya refugees from Bangladesh from mid-April. The pilot repatriation program took off owing to the mediation of China, the Asian power that maintains close ties with both Bangladesh and Myanmar.

However, the other big regional power in South Asia, that is, India, has been so far largely inactive in the process of the repatriation of the Rohingya refugees. Should India decide to display more interest in the process, it would be beneficial for Indian interests in a number of ways.

1.15 million Rohingya who have fled Myanmar’s Rakhine State now exceed 1.45 million. This is an official account. Locals say the actual number will be much higher. Cox’s Bazar is now a changed township due to the large number of Rohingya refugees. As days go by, the number of Rohingyas is increasing more than the local population.

If this continues, the locals will eventually become a minority in Cox’s Bazar. Because the birth rate of Rohingyas is 4/5 times higher than that of locals. Rohingyas were given asylum on humanitarian grounds. But they have now emerged as a dangerous poison. The Myanmar government’s repatriation process is also hanging only in negotiations.

Ahead of this month’s deadline to submit arguments and evidence to the International Court of Justice, the military regime has been using questionable methods to collect testimony from Rohingya, at times even allegedly pressuring them to change their story.

 

Ko Win Maung’s* village in Rathedaung Township, once home to a large Rohingya population, was one of the first to be attacked in 2017 during the military’s crackdown in northern Rakhine State. It was shortly after lunchtime on August 25 when soldiers arrived in Zaydipyin and began torching houses, forcing Win Maung and more than 650 other Rohingya to flee.

Even after democratic reforms were launched in 2011, whenever I travelled from Rakhine State to Yangon, immigration officers would take me off the bus and force me to recite Buddhist prayers from memory. My national ID card identified me as a member of the predominantly Buddhist Maramagri ethnic minority group, but my South Asian features meant I had to prove my religion every time. Aside from the humiliating discrimination I suffered, the subtext was clear – if I had been Muslim, I wouldn’t be allowed to travel at all.

It has been over five years since the Myanmar military has launched its genocidal campaign against the Rohingya in Rakhine State that drove out more than 800,000 Rohingya to the Bangladesh border. Walking through a refugee camp in Bangladesh not far from where he was born, Samsul Alam could feel the eyes of people on him.

People sat on the steps of small makeshift shops crowded by bamboo and tarpaulin huts, a few chewed betel nuts, others had their hands behind their heads, or arms hugging their knees, as they watched the world go by.

"This is pretty much what I was doing when I was 14 years old back in my camp," Samsul said.
